The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Program Specialist IV position within the Office of Access and Eligibility Services (AES). The eLearning Specialist:
- Reports to the Curriculum Development Manager in the Office of Learning and Professional Development (OLPD) section in AES.
- Performs highly complex (senior level) consultative services, technical assistance work, and advanced eLearning instructional design and development for AES staff.
- Develops eLearning, web-based and blended training for multiple programs such as Texas Works (TW), Medicaid for the Elderly and People with Disabilities (MEPD), the Community Partner Program (CPP), strategic initiatives, and other special projects as assigned.
- Coordinates and collaborates with project stakeholders and internal partners including AES Operational Support offices, Leadership, Policy, Operations, Subject Matter Experts, and Social Services Applications in program development, review, feedback, implementation, evaluation and reporting as determined by each project.
The work involves planning, coordination, research, assessment, analysis, design, development, implementation, evaluation and ongoing revision of major agency educational programs, initiatives and special projects.
The position:
- Coordinates with program development partners, oversees the design and development of blended learning solutions to include eLearning, blended, video and webinar solutions for diverse audiences.
- Participates in the writing of interactive knowledge checks, quiz questions, exercises, and activities.
- Develops software simulations for agency systems, as required.
- Manages multiple, simultaneous projects, and will determine the methodology and delivery of educational courses.
- Supports OLPD staff in resolving curriculum and technical related issues.
- Uses specialized software and technologies to develop learning solutions, and works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
The scope of the role includes training needs analysis, assessment, design, development, implementation, and evaluation of web-based training (WBT), and webinar solutions.
Essential Job Functions (EJFs):

Works collaboratively to identify innovative and effective solutions for customers and staff.
Using adult learning theory and methods, a systematic process such as ADDIE, leads or assists in the development of design documents that outline instruction, assessment, evaluation and implementation strategies. 25%
Consults with area management to design and develop materials for a variety of training delivery methods including instructor-led, webinars, web-based or eLearning and standalone resource materials. Uses multiple technologies such as Adobe Captivate, Articulate Storyline, Audio, Video, and Text-to-Speech (TTS) to coordinate the development of web-based, eLearning and/or blended learning for AES Eligibility Services and Community Partners. 25%
Communicates effectively with subject matter experts, team members and other stakeholders by developing and maintaining relationships using established communication tools, and processes. Works with all levels of employees and internal/external stakeholders in determining training needs to address trends identified and resolve technical problems with online training materials and learning management systems. 35%
Develops training guidelines and procedures by formulating and recommending procedures and processes for educational design, development, implementation and evaluation to OLPD management for ongoing program and process improvement. 5%
Provides technical guidance in the program area(s). 5%
Represents the program area at meetings, conferences, seminars, panels and committees. 5%

Initial Screening Criteria:
- At least two years of professional experience in eLearning development using instructional systems design (ISD) for adult learners. (Required)
- Experience applying adult learning principles, practices, and techniques to an eLearning or blended environment. (Required)
- Experience developing eLearning and online training using Adobe or Articulate development software (or similar) packages. (Required)
- Experience performing as part of a team by contributing to the formulation of short and long term goals, departmental and work planning, and developing effective communication strategies and relationships with others. (Required)
- Applicant must be willing to travel up to 25% (Required)
- 4-yr College Degree (Preferred)
Additional Information:
Candidates residing in the State of Texas are encouraged to apply. Although the position is currently posted to Wichita Falls, the primary location is Austin. This position may telework according to agency policy.
Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits, follow HHS salary administration policy and guidelines and based on the candidate’s qualifications.
