Brief Job Description
The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Contract Technician position with Community Services (CS), Community Care Services (CCS), Community Care Services Contracts (CCSC) Section. This position performs (senior-level) technical administrative support and technical assistance to the Community Care Services Contracts Operations unit. Assists contract administration manager (CAM) in completing special assignments as needed. Assists with reviewing, tracking and monitoring contract documents and requisitions following routing processes and procedures. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Performs other related work as assigned.
This position handles relatively complex contract administrative support and technical assistance.
Essential Job Functions (EJFs)
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Assists Program Specialist III with coordination, processing, and monitoring of CCSC purchase requests, requisitions, invoices, vouchers, payment requests, and performs financial program support for CCSC. Tracks, monitors and reports on status of requisitions and invoices.

Provides administrative and operational support to the CCSC Director and CCSC CAM. Coordinates and completes travel for the CCSC Director, CCSC CAM and Regional Enrollment and Monitoring Director by utilizing eTravel.

Completes all entries for new contracts and amendments in CAPPS Financials.
(Percentage of Time Spent on Tasks = 25%)
Monitors and routes contract documents and letters for signature.
(Percentage of Time Spent on Tasks = 25%)
Completes quality assessment reviews on contract documents to ensure compliance with state and federal guidelines.

Communicates effectively with internal and external stakeholder to provide, exchange, or verify information, answer inquiries, address issues, and resolve problems. Completes additional tasks, projects, or assignments upon request to support the operation of CCSC. Must also perform other duties as assigned and necessary.

Knowledge, Skills and Abilities (KSAs)
Knowledge of contract enrollment and maintenance procedures, regulations and policies.
Knowledge of local, state, and federal laws and regulations regarding contract enrollment, maintenance and administration.
Knowledge of community care services programs, policies, rules and regulations.
Knowledge of HHSC Community Care Services programs.
Skill in managing multiple priorities and projects and meeting tight deadlines.
Skill in communicating effectively both verbally and in writing.
Skill in formulating written communication for various audiences.
Skill in the use of a computer and applicable software.
Ability to evaluate contract; evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements.

Registrations, Licensure Requirements or Certifications
Certified Texas Contract Manager (CTCM). Certification completion required between sixth (6th) and twelfth (12th) month of employment.
Initial Screening Criteria
High School diploma or GED. Experience in performing data entry using Microsoft Word and Excel. Experience in interpreting policies, rules and regulations of State and/or Federal laws. Experience in proofreading and editing forms, memos, correspondence, and other documents. Experience in making decisions based upon interpretation of federal and state laws. Experience in HHSC Community Care Services preferred. Experience in contract management and monitoring preferred.
