The Property Manager/Facility Inventory Coordinator performs advanced (senior-level) inventory work, including reviewing operations for compliance with established asset management procedures, security requirements, loss prevention controls, and procedures. Serves as the HHSC Facility Inventory Coordinator. Manages all numbered property and fixed assets held by the facility. Moves furniture and equipment as needed to meet the needs of the facility. Coordinates office/building moves. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

 

Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

 

This position may also be eligible to earn additional pay for work performed on maximum security locations.

 

Essential Job Functions (EJFs):

 

Attends work on a regular basis and may be asked to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

 

Coordinates warehouse operations for the state hospital in accordance with HHSC policy.  Distributes all numbered and un-numbered furniture and equipment. Maintains inventory levels for: patient mattresses, beds, dayroom furniture, dining room furniture, office chairs, conference room chairs, office desks, filing cabinets, and other related furniture and equipment. Orders furniture and equipment as needed for the needs of the facility. Delivers furniture and equipment timely, safely, and free of damage, with minimal disruption to occupants. Ensures storage areas are maintained in a neat and organized fashion and adheres to good safety principles.

 

Receives the delivery of inventory to the warehouse to include furniture for patients and staff, supplies, equipment; and assists with loading and unloading of merchandise. Ensures and plans for arrangement and rotation of inventory to prevent spoilage, deterioration, and obsolescence to ensure quality and availability of warehouse stock.

 

Coordinates all inventory moves, as requested by Hospital administration, which involves establishing or closing treatment units without disruptions to occupants and keeping inventory free of damage by carefully protecting it while moving.

 

Assists with conducting classes and completing on the job training (OJT) of staff regarding physical inventory, and the use of handheld electronical and mechanical devices. Complies with all established safety rules, regulations, and procedures.

Coordinates annual physical inventory of all numbered property owned by the facility, in accordance with HHSC policy. Prepares reports, reconciles inventory records, and resolves inventory reporting discrepancies.

 

Records all property transactions into the CAPPS Financial system. Reconciles CAPPS Financial system reports to manual list.

 

Coordinates the disposal of surplus or salvaged property, following HHSC requirements. After learning through notification or discovery processes, items are identified and submitted to the financial officer for approval to dispose by returning product to the vendor, donating to a local charity, and/or placing in the proper disposal container.

 

While performing warehouse duties, opportunities for improvement are identified and recommendations are made to revise property management procedures, policies, and controls.

Registrations, Licensure Requirements or Certifications:

 

Must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy

 

Initial Screening Criteria:

 

Twenty-four (24) months experience in property accounting, retail sales, or inventory management work.

 

Additional Information:

 

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service.

 

All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco Center for Youth applicants must be 21 years of age.

 

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.

 

Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are considered to be at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
