The Quality Oversight Manager is a key member of the Quality Management Department leadership team in Vernon, Texas. The Quality Oversight Manager has direct oversight for the data management, Quality Assurance and Performance Improvement (QAPI) and policy and procedure components of the Quality Management Department. The Quality Oversight Manager performs highly complex (senior-level) work. This work includes establishing program guidelines, procedures, policies, developing schedules, priorities and standards for achieving program goals and evaluating and coordinating program activities in each area of responsibility. This work includes oversight of the hospitals data management processes, including analysis, external/internal reporting processes, completion of root cause analysis and management-initiated reviews and identification of negative trends and needed corrective actions. This position works under minimal supervision, with moderate latitude for the use of initiative and independent judgment. May require flexible hours, overtime, and occasional overnight travel.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Provides analysis of data in key areas such as performance indicators, standards compliance and for plans of correction, identifying suboptimal trends in data and works with key stakeholders to ensure plans of correction are implemented to stabilize and improve trending data. Provides specialized reports and consultation as needed by departments/programs to assist in better understanding their data; to support prioritization of hospital projects and/or performance improvement initiatives. Provides technical assistance on the selection and use of the most suitable data. Assists on special projects including design specifications of required data collection and analysis and presents project results. Writes reports, providing data analysis and recommendations for improvement opportunities based on findings. (15%)
Oversees internal processes to ensure both a successful QAPI program and that facility policies and procedures remain up to date and in concert with State Operating Procedures and regulatory guidelines. (15%)
Serves as a primary QM consultant on RCA, PRA, and MIR teams, as well as actively participates in assigned committees/QIT's and workgroups. Facilitates focus on improving organizational performance and processes. (15%)
Oversees the Quality Oversight Process for facility by ensuring successful participation in the program and provides guidance and coordination for the External Validation Team visits. (10%)
Provides training on Root Cause Analysis (RCA’s), Management Initiation Patient Safety Review (MIR’s), Proactive Risk Assessment (PRA’s), Crystal Reports writing, and utilization of Business Objects within the department routinely and as needed within the hospital. (10%)
Provides supervision to assigned staff. Provides oversight of job performance and supervision of their roles and ensure adequate training so that they may succeed in their position. (10%)
Participation in efforts to ensure The Joint Commission and Centers for Medicare standards compliance including, documentation, research, survey preparation, and active participation in the survey process for the purpose of maintaining Joint Commission accreditation and CMS certification. (10%)
Maintains current competence in facility-required training and in quality assessment and performance improvement, Joint Commission accreditation and NRI-related activities and enhances/increases competency in areas related to Crystal Reports writing and uses control charts for ensuring continual competency in both hospital-mandated education and specialized areas required for position. Also maintains an approved driver of a Texas state vehicle for travel as required. (5%)
Oversees the external data review processes related to Data Integrity Review (DIR), National Association of State Mental Health Program Directors (NASMHPD) Research Institute (NRI), The Joint Commission (TJC) Direct Data Submission Platform (DDSP), and Healthcare Quality Information System (HCQIS) Access Roles and Permissions (CMS HARP). Serves as subject matter expert and training resource to the hospital regarding DIR measures and data submission. Trains others to identify and submit applicable data for external reviews. Reviews internal and external data for data integrity. (5%)
Other duties as assigned include, but are not limited to, coordination of interdepartmental initiatives and programs as assigned, completion of tracers, clinical chart reviews as assigned, accreditation/state required activities, external audits and participating on the QM Management Team. Employee actively participates and/or serves in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. (5%)

Knowledge, Skills and Abilities (KSAs):
Knowledge of applicable state law and regulatory requirements.
Knowledge related to data analysis and data collection.
Skilled at writing results of data analysis for hospital audiences in a manner understandable by the target audience.
Knowledge of the quality assurance process improvement program.
Ability to identify measures or indicators on organizational performance and in analyzing data related to same as well as program evaluation.
Ability to interpret policies and procedures.
Experience using Crystal Reports and Business Objects.
Ability to communicate effectively orally and in writing.
Experience supervising others.
Initial Screening Criteria
Graduation from an accredited four-year college or university with major course work in a relevant field such as is computer sciences, data management, mathematics, quality management or business administration.
AND
Minimum of 1 year of experience specifically related to at least one of the following fields: computer sciences, data management, mathematics, quality management or business administration.
OR
Five years’ experience in computer sciences, data management, mathematics, quality management or business administration.
Two (2) years supervisory experience for all applicants preferred.

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.
Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. Vaccines may be provided. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
