The Inventory and Store Specialist I performs routine (journey-level) clerical work. Works under the general supervision with limited latitude for the use of initiative and independent judgment. The Inventory and Store Specialist I performs a broad range of clerical work in support of one or a variety of business functions, which may include opening and sorting mail; compiling and tabulating data; answering phones; checking documents for accuracy and transporting documents and maintaining files. Works involves the receipt, disposition and storage of property. Receives, logs categorizes and stores property collected from Admissions; mail or family visitations. Releases property to property identified claimants and maintains security of the work area. Collects, issues receipts and change, and maintains record of these transactions. Takes and resolves complaints involved in the storage of property or refers the matter to higher-level personnel.

 

Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

 

Essential Job Functions (EJFs):

Manages the receipt, sorting and distribution of incoming mail, ensuring timely and accurate delivery to appropriate departments. Stamps and processes outgoing mail, maintains detailed records of postage, registered mail and packages, and ensures compliance with mailing procedures.

 

Provides guidance in person, on the phone and electronically to stakeholders, family members patients regarding general information; and forms to be utilized. Prepares and organizes documents for data entry and updates agency records as needed.

 

Conducts inventory, storage and safekeeping of patient property ensuring accurate documentation and proper filing of all associated records. Maintains and updates patient property data ensuring items are logged, tracked and stored securely.

 

Oversees the delivery, receipt and pickup of documents, supplies, mail, equipment and materials. Verifies shipments for accuracy and quality. Arranges for necessary repairs or serves and ensures proper handling of all transported items.

 

Reviews and documents such as including internal reports, purchase orders, manuals, vouchers, records and forms for research and accuracy. Organizes and tabulates data for reporting and administrative purposes.

 

Conducts file and record searches to determine property ownership, notifies owners of property locations, and facilitates the release process. Ensures proper verification and documentation when releasing property. Maintains detailed records of all released property transactions.

 

Maintains an accurate ongoing inventory of property; conducts periodic audits as required and ensures compliance with storage and tracking protocols. Observes and monitors individuals in the work area to maintain security and prevent unauthorized access.

 

Responds to inquiries from the general public; stakeholders; leadership; investigative units and law enforcement agencies regarding property claims, procedures and related matters.

 

Assists in determining appropriate property disposition and ensures all transactions are property documented.

 

Performs other duties as assigned. Knowledge, Skills and Abilities (KSAs):

Knowledge of office procedures, spelling, punctuation and grammar; business or program technology, methods and procedures.

Knowledge of and experience in the use of office systems such as Microsoft Office, Excel, Word, Power Point and Outlook.

 

Ability to prepare and maintain records, files and reports.

Ability to transfer stock from one location to another.

Ability to communicate effectively.

Ability to quickly gain a basic understanding of the priorities and objectives of work assignments and learn assigned office and department operations, polices, procedures and impart knowledge to others.

Ability to maintain perpetual inventory of property, prepare periodic inventories when required.

Ability to lift equipment, tolls and supplies up to 50 pounds. May maneuver them around obstacles and under adverse conditions as required.

Ability to follow established safety practices, including the proper use and care of State vehicles, equipment and tools.

Ability to work in all types of environmental conditions.

Ability to recognize potential risks and liabilities associated with projects, and works to minimize associated risks and refers issues when appropriate to a supervisor.

 

Registrations, Licensure, Requirements or Certifications:

If required to drive a state vehicle, must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Eligible driving record required based on HHSC Fleet Management policy.

 

Initial Screening Criteria:

Graduation from an accredited high school or GED.

 

At least one (1) year of clerical experience.

 

Work experience in the use of a computer and applicable software.

 

Work experience in a warehouse/inventory control related field preferred.

 

Additional Information:

Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service.

 

All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco Center for Youth applicants must be 21 years of age.

 

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.

 

Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are considered to be at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
