The QIS Data Surveillance Analyst (Management Analyst IV) reports directly to the QIS Data Surveillance Manager. The position performs highly advanced project management and process improvement analyses on critical and high-profile initiatives designed to improve the efficiency and effectiveness of the Health and Human Services (HHS) system(s), such as TIERS, EWMS, and agency interfaces (DataBroker, SAVE, SOLQ.) The Data Surveillance Team provides critical assistance on high-priority assignments to anticipate, identify and provide continuous data surveillance. This team’s primary function is to preemptively identify areas of concern for AES. Additionally, the team provides guidance and solutions to ensure action is taken and concerns are mitigated. This team documents, prioritizes, conducts root cause analysis, and troubleshoots for identified defects and agency staff errors; in some cases, before they occur. The team will be tasked with “early problem identification" to help recognize, define, and monitor potential risks at the very first signs of its emergence. Data Surveillance Team members engage in workgroups during assessments, may submit IT requests and supports or potentially lead high profile projects. The team’s goal is to enhance efficiency and minimize waste through ongoing improvement efforts, data surveillance, and innovative solutions.

 

Per HHS agency policy, individuals hired for this position that live within 50 miles of Austin headquarters may be required to be in office three days a week.  

       

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

Clearly identifies defects and document sufficient details like description, steps to reproduce, expected behavior, actual behavior, environment details, and artifacts to understand the issue. Develops solutions to issues and concerns, develops organizational change strategies and plans, and/or conducts training for their implementation.

 

Establishes a standardized classification system for defects based on severity and assigns priority. Effectively monitors and tracks defects to report to leadership. Oversees the allocation of resources to achieve timely outcomes and measurable goals; and monitors and evaluates the effectiveness and efficiency of staffing levels. Oversees the implementation of changes resulting from new legislation. Oversees special investigations, research studies, special projects, internal audits, and the implementation of special initiatives.

 

Monitors and reviews current organizational, procedural, and operational systems for effectiveness, efficiency, and conformance to established guidelines. Consults with management to initiate studies; identify priorities; and define study scope, purpose, objectives, time frames, and resource requirements.

 

Interprets historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated. Reviews comprehensive technical records and reports that present and interpret data, identify alternatives, and make recommendations.

 

Analyzes new or proposed legislation or regulations to determine their effect on program operations and management.

 

Develops recommendations for improvement and corrective action to standardize or improve systems. Prepare comprehensive technical records and reports to present and interpret data, identify alternatives, and make and justify recommendations.

 

May plan, assign, and/or supervise the work of others.

 

Supports software development for applicable systems impacted by business process changes.

 

Performs related work as assigned.

       

Knowledge Skills Abilities:
Knowledge of health and human services program, services, and procedures (SNAP, Medicaid, CHIP, TANF, and MEPD). Knowledge of analysis processes and of program planning and implementation. Knowledge of the principles and practices of public administration and management.

 

Extensive knowledge of the Defect Management Process preferred. 

Extensive knowledge and skill performing technical work which must include analysis of work problems and interpretation of complex data and written material. Skill in problem solving and analytical thinking/analysis.

 

Extensive knowledge in process mapping and application of process improvement methodologies. 

 

Advanced skills in Microsoft Suite Application such as, Word, PowerPoint, Visio, and Excel, including pivot tables and other data analysis functions.

 

Advanced skills in interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various level personnel. Skills in leadership and communication. Skill in managing multiple projects and meeting tight deadlines.

Advanced skills in evaluating problems; developing alternative solutions; overseeing studies; developing and interpreting policies and procedures; designing programs or training; implementing policies and procedures; preparing concise reports; communicating effectively; and planning, assigning, and/or supervising the work of others. 
 

Registration or Licensure Requirements:

Certified Scrum Master (CSM) or Agile-related certification preferred  

       

Initial Selection Criteria:
A minimum of three years’ experience with Texas Works policy for SNAP, TANF, Medicaid, CHIP and MEPD programs. Must have TIERS experience related to eligibility determination.

 

A minimum of three years full-time experience performing technical work which must include: analysis of work problems having an system or process aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material.

A minimum of three years full-time experience working with local, state, and federal laws and regulations related to health and human services program, and procedures and oversight of business operations that included compliance with state and federal regulations (SNAP and Medicaid).

A minimum of two years full-time experience working with in project/program management policies and systems to accomplish and support staff performing complex, time limited tasks.

Graduation from an accredited four-year college or university with major course work in a field relevant to assignment is generally preferred.  

Experience and education may be substituted on a year for year basis.

This position requires an oral interview and in-basket exercises as part of the selection process. Applicants selected for an interview will be asked to submit two writing samples, one writing sample is due prior to the interviw and the other, a presentation, prior to the interview to present during the interview. The presentation is considered the second writing sample.
