Brief Job Description:

Program Supervisor V
Performs complex program administration work. This involves managing a unit of Quality Assurance Field Services staff members responsible for analyzing and assessing the accuracy of case actions relating to Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance to Needy Families (TANF), Texas Works Medicaid programs and/or Medicaid for the Elderly and People with Disabilities programs. Duties include establishing program goals and objectives relating to monitoring productivity, managing workloads, evaluating accuracy of completed assignments, interpreting policy, providing supervision, working closely with state office Quality Assurance staff and program sections, and maintaining professional working relationships with regional staff. Responsibilities include developing schedules, priorities, and standards for achieving program goals that are evaluating program activities. This includes developing and managing projects. Participates in developing program goals and objectives including special projects, program analysis, and studies.  

 

Essential Job Functions (EJFs):

Selects, manages, and develops staff through conferences, mentoring, training, and performance appraisal. (20%)

Manages program activities to establish unit goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and oversees program evaluation activities. (25%)

Prepares statistical reports to ensure adherence and compliance with agency policies and procedures and management reports to monitor productivity. (20%)

Develops, implements and oversees techniques for evaluating programs. (15%)

Analyzes and effectively redistributes the workload to have a positive impact of timeliness, accuracy, and meeting program goals and expectations. (15%)

Performs related work as assigned. (5%)

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of SNAP, TANF, Texas Works Medicaid and/or Medicaid for the Elderly and People with Disabilities policies and procedures.

Knowledge of agency policies, operating methods, and procedures.

Registrations, Licensure Requirements or Certifications:

N/A

 

Initial Screening Criteria:

Must be a current HHSC AES employee.

Must have TIERS experience within the past year related to determining eligibility and/or reviewing eligibility decisions.

Must have minimum three years' experience applying and/or interpreting Texas Works program policy (including SNAP, TANF, Medical programs, CHIP) in the past four years. 

Must have experinece interpreting/applying MEPD Community programs policy. 

Must have experience case reading in PIMS

Must have minimum one year's experience in a position with leadership responsibilities and duties including mentoring and reviewing the work of others.

This position is telework eligible. Per HHS agency policy, individuals hired for this position that live within 50 miles of their Austin headquarters may be required to be in office one day a week.

This position may be filled at any HHSC office where space is available.
