The Program Specialist IV (PSIV) performs highly complex (senior-level) work assisting Local Procedure Development and Support (LPDS) management with implementing policies and procedures related to Health and Human Services Commission (HHSC) Medicaid funded community-based services and supports for individuals with intellectual and developmental disabilities (IDD). The PSIV is responsible for managing the unit’s shared email box, researching, tracking, monitoring, and reporting issues and trends. The PSIV reviews contract capacity increases requests for LIDDA operated public providers, determines appropriate disposition (correction/approval/denial) and troubleshoots system issues related to approved requests. The PSIV consults with unit project leads or manager to determine appropriate resolution to complex issues. The PSIV develops or assists with development of handbooks, user guides, forms and form instructions, training materials, and other written material. The PSIV develops tracking systems for assigned tasks, analyzes facts to identify trends and reports information to management on a regular basis. The PSIV collaborates with other HHSC staff and management to recommend system or process improvements. The PSIV provides technical assistance on resolving electronic system issues. The PSIV performs work as assigned under limited supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Process LIDDA operated provider contract capacity increase requests. Tasks include logging each request, conducting necessary research to determine appropriate action, responding timely, entering approvals into the electronic system, ensuring current and correct capacity counts are reflected in the electronic system, troubleshooting system errors, and reporting trends to management monthly or upon request. 30%
Monitor the unit’s shared email box designated for use by local IDD authority (LIDDA) and IDD Services staff to request assistance with certain electronic systems necessary for conducting interest list and pre-enrollment activities. Tasks include logging each request, conducting necessary research to determine appropriate action and responding timely. Tasks also include submitting tickets to information technology (IT) when appropriate, monitoring ticket status through to resolution, and reporting trends and total counts to management monthly or upon request. 30%
Review and edit or create handbooks, user guides, access request guides, process and procedure manuals, forms and form instructions, training materials, and various other documents. Tasks include tracking changes, obtaining LPDS manager review/edits, routing for approval, following through to completion, and updating the unit’s tracking list of major policy, process, and system changes. 25%
Process access requests from LIDDA and IDD Services staff for the Community Services Interest List (CSIL), Slot Tracking, Service Authorization System-Online, Long Term Care Online Portal through the HHS IAMOnline portal. Process access requests from LIDDA Directors for LIDDA staff access to the LIDDA Connect LPDS folders on SharePoint. Monitor monthly access and user role reports to ensure system security is maintained. 15%

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in a field related to human services. Education experience may be substituted one for another on a year for year basis. Experience with local intellectual and developmental disability authorities is preferred. Experience with the HCS and TxHmL Medicaid waiver programs is preferred. Experience using MS Office applications is required. Experience in data collection and research is preferred. Experience developing written communication is preferred. Experience using the Client Assignment and Registration System (CARE), Community Services Interest List (CSIL), Slot Tracking, and/or Long Term Care Online Portal is preferred.
