This position reports to the Foster Care Litigation Quality and Compliance (FCL) Manager and is responsible for evaluating the quality of Residential Childcare Regulation (RCCR) activities and policy requirements set forth through the FCL Remedial Orders. This position conducts assessments and case readings regarding quality investigations in minimum standards investigations and quality assurance for intake prioritization. This position develops reports illustrating RCCR compliance with FCL Remedial Orders, CCR policy and procedure and creates presentations to disseminate the data. The position will interact with RCCR staff of all levels to report compliance with agency policy, administrative rule and law, and the FCL court orders as well as provide feedback and guidance, as needed.
The position must handle sensitive and confidential information appropriately and make independent decisions based on sound judgment and quality regulatory practice. This position maintains and manages a large, fluid workload, responding to field and administrative requests in a timely, and sometimes emergency basis, to ensure compliance with agency time frames and guidelines for response. This might include occasional work beyond normal business hours and overnight travel a few times per year.
The position assists with developing program procedures and trainings for internal stakeholders including feedback, written clarifications, and interpretation of RCCR policies to agency staff.
Essential Job Functions (EJFs):
Conducts quality assurance on intake prioritization to ensure RCCR policy is being met. 25%
Conducts assigned assessments to ensure RCCR investigations meet quality guidelines to evaluate and mitigate risk to children in care. 40%
Develops, implements, updates assessment tools, process guides, and reporting metrics and evaluates ongoing efficacy. 10%
Collects and analyzes data, creating reports based on the analysis to monitor program and process improvement. 5%
Prepares and conducts trainings and/or presentations for RCCR monthly on assigned subject matters and other areas as needed. 5%
Attends and actively participates in team and individual meetings with Manager and counterparts to discuss team and individual goals and plan process improvement. 3%
Completes time-sensitive special assignments and court related preparatory projects. 2%
Provides feedback to staff of varying levels related to identified areas of success and those in need of improvement. 5%
Conducts case readings on agency homes as needed and tracks agency homes monthly to assess for possible enforcement action recommendations. 3%
Through continuing education and monitoring of communications disseminated to RCCR staff, maintains current knowledge of regulatory practices, applicable law and rule, and related fields to support the mission of RCCR. 2%

Initial Screening Criteria:
Bachelor's degree from an accredited college or university required.
Regulatory, child welfare, or Foster Care Litigation (FCL) experience required.
Preferred Child Care Regulation experience.
Additional Information:
