Brief Job Description:

The Contract Specialist III is selected by and reports to the Manager of the Deliverables and Projects Team in the Contract Administration and Provider Monitoring (CAPM) Office within the Medicaid/CHIP Division. The Contract Specialist III performs highly complex (senior level) consultative services and technical assistance work to promote the achievement of contracting objectives with a special emphasis on remedy review functions and Risk/Issues Management. The Contract Specialist works as a member of a cross-divisional team to monitor and provide oversight of multiple Texas Medicaid Management Information Systems (TMMIS) and Medicaid Enterprise System (MES) contracts. As a member of the performance management team, the Contract Specialist III researches and provides consultation regarding the content, applicability of the Texas Medicaid Management Information Systems (TMMIS) and Medicaid Enterprise System (MES) contracts to individuals who are conducting contract monitoring, performance management, and remedy review activities. The Contract Specialist III develops processes and procedures, training programs, and contract compliance activities related to specific functional requirements or areas of the Texas Medicaid Management Information Systems (TMMIS) and Medicaid Enterprise System (MES) contracts with an emphasis on remedy processes. The Contract Specialist III promotes the use of automated contract management tools to compliment effective and efficient contract compliance, performance management and remedy review processes. The Contract Specialist III also makes recommendations for and manages enhancements to automated contract management tools. Acts on behalf of the Risk Manager when they are unavailable. The Contract Specialist III works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This position is classified as a fulltime position. Work outside of regular hours may be required. Travel to other work locations may be required.  

Essential Job Functions (EJFs):

The Contract Specialist III for Medicaid/CHIP TMMIS and/or MES Deliverables and Project Team: Oversee others on the performance of technical, training, research, planning, and administrative activities as it relates to contract remedy review processes and risk/issue Management. Research contract requirements, remedies, terms and conditions, amendment and modification procedures, and other contract provisions related to the Texas Medicaid Management Information Systems (TMMIS) and Medicaid Enterprise System (MES) contracts. (25%)

Consult with and oversee business stakeholders' monitoring activities providing consultative services and technical assistance in identifying and reporting contact violations, documenting mitigating and exacerbating factors, validation of corrective action plans, root cause analysis, and overall reporting of performance issues in a consistent and systematic manner across Texas Medicaid Management Information Systems (TMMIS) and Medicaid Enterprise System (MES) contracts. Provide training and tools to business stakeholders for remedy reviews and risk/issue management. (25%)

Complete and monitors required contract compliance reports, remedies reports, risks/issues, and assigned Key measures and Key Performance Measures and recommends appropriate changes of reports and remedies. Analyzes, tracks, and compiles remedies and risk/issues to ensure that remedies are applied in a timely, fair, and consistent manner across Texas Medicaid Management Information Systems (TMMIS) and Medicaid Enterprise System (MES) contracts. Establish and maintains an effective performance remedies and risk/issues process. Routinely reports on status of performance remediation activity. (20%)

Works with Risk Manager on updating the Internal/External Risk and Issues log, providing reports and dashboards for Governance committee meetings pertaining to the TMMIS and MES contracts. (15%)

Develops and maintains contract compliance policies, procedures, standards, and manuals to adequately support contract compliance monitoring and promote the achievement of contracting objectives with a special emphasis on remedy processes. (10%)

Performs other duties as assigned by the Manager of the Deliverables and Projects Team including administrative functions and/or serving in a supporting capacity for the Medicaid/CHIP division. (5%)

Registrations, Licensure Requirements or Certifications:

Requires CTCM certification, or the ability to achieve certification within 1 year of hire date, as a Certified Texas Contract Manager.

Texas Medicaid Healthcare Partnership (TMHP) and Medicaid Enterprise System (MES) contract experience
