Brief Job Description:

Under the limited supervision of the Access and Eligibility Services (AES) Budget Manager, the Budget Analyst III performs budget development, budget modifications, and budget forecasting. Budget development includes working with the Budget Manager to develop a plan for next year’s budget. This plan consists of working to understand the needs of assigned program areas and making sure the budget is allocated accordingly. Budget modifications include submitting budget journals to support operating expenses and reviewing purchasing within assigned departments. Forecasting involves examining program area budgets, spending trends, and planned purchases to make recommendations on financial matters. The analyst will also prepare financial reports for assigned program areas.   

 

This position is critical to Finance Operation’s effectiveness and timeliness in providing financial/budget management information to AES leadership, HHSC Budget Management and other key internal/external audiences.  This position supports the AES Mission, Vision, Values and Goals.  The Budget Analyst III works with considerable latitude for the use of initiative and independent judgment.  

 

Essential Job Functions (EJFs):

Budget Development:

 EJF #1 - Completes senior level budget research and preparation.  Provides support in AES financial, budget, and organization planning.  Works with program and budget staff to ensure funds are allocated and budgeted correctly.  Examines operating budgets to determine whether funds have been appropriately allocated by providing advice and assistance on financial planning and management, ways to better utilize funds and staff, improvement in management accountability, and efficient means to reach program objectives. (35%) 

Budget Modifications: 

 EJF #2 - Prepares budget journals and transfers related to both salary and non-salaries revisions as needed. Participates in preparation of Monthly Financial Reports as assigned.  Monitors, reviews, and analyzes operating budgets to ensure budgeted amounts are aligned to appropriated amounts, funds have been appropriately allocated, and the use of funds is appropriate (30%) 

Forecasting Budget:

 EJF #3 - Reviews fiscal reporting for accuracy and provides guidance to ensure financial resources are allocated in the most efficient manner to best support services and expenditures are maintained within approved levels.  Assists in the analysis of expenditure patterns to provide management with expenditure data, trends, and recommendations on the use of funds. (20%) 

Other: 

  • EJF #4 - Prepares ad hoc assignments related to program areas and other duties as assigned. (15%) 

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of: Local, state, and federal laws and regulations relevant to AES program areas.  Knowledge of accounting, finance, auditing, or budgeting. CAPPS Financials or other similar budgeting and/or accounting software experience is preferred.  

Skill in:  Using computer software including but not limited to Excel, Word, Access, CAPPS HCM, CAPPS Financials, and other financial applications.  Must be able to communicate both verbally and in writing and manage multiple assignments and meetings tight deadlines.

Ability to: Work independently with limited supervision and follow oral and written instructions.  Ability to establish and maintain effective working relationships with coworkers, other agency staff, and the public.  Must be able to manage program activities, establish goals and objectives and prepare concise reports.

Initial Screening Criteria:

Education: Graduation from an accredited four-year college or university with major course work in Accounting, Finance, Business, or a related field is required and a minimum of two years work experience. Experience and education may be substituted for one another.
