The Texas Health and Human Services Commission (HHSC) Access and Eligibility Services (AES) Community Access (CA) Community Engagement (CE) department is seeking individuals who wish to join an exciting and dynamic team working in a high-performing and innovative environment. SNAP Outreach is dedicated to raising awareness about the Supplemental Nutrition Assistance Program (SNAP) across Texas communities. The program collaborates with community organizations to educate low-income households about SNAP’s availability, eligibility requirements, and application procedures. Our goal is to empower individuals to access the benefits they need through self-service tools, ultimately fostering economic and personal self-sufficiency.  

  

Launched in 2020, TWPS empowers students and young adults to transform their lives and strengthen their communities. This innovative program creates direct pathways to economic self-sufficiency by helping participants build a brighter future for themselves, their families, and their communities through comprehensive support, including career-focused training and educational resources, guaranteed job offers upon successful completion, and ongoing career growth opportunities. By providing these critical resources alongside personalized guidance, TWPS enables participants to make lasting positive impacts while addressing workforce needs across Texas.  

  

This position performs complex (journey-level) managerial work administering the daily operations of SNAP Outreach (SNAP-O) and Texas Works Paths to Success (TWPS), ensuring alignment with program goals and compliance with state/federal guidelines. The Manager III oversees strategic initiatives, monitoring deliverables to drive continuous improvement in service delivery, while administering vendor contracts, managing grant-funded activities, and ensuring compliance with reporting requirements. Responsibilities include establishing program goals, developing operational guidelines, procedures, and performance metrics, as well as creating schedules and priorities to achieve objectives. The role requires budget development and fiscal oversight, including tracking expenditures and optimizing resource allocation, while coordinating and evaluating all program activities. Collaboration with community organizations, state agencies, and internal teams is essential to amplify program impact. Additionally, the Manager III supervises staff, mentors team members, evaluates performance, and fosters a culture of accountability and innovation. This position operates under general supervision with moderate latitude for independent judgment and initiative, reports to the SNAP-O/TWPS Manager V, and may require occasional statewide travel to support program needs.

Essential Job Functions (EJFs): 

 

Attends work on a regular and predictable schedule in accordance with HHSC leave policy and performs other duties as assigned. All employees hired for this job are required to work the hours of 8 AM to 5 PM for the first six months of employment. Supervisors may consider alternate work schedules after the first six months of employment based on performance, responsibilities, and the needs of the team. However, alternate work schedules are not guaranteed.  

  

EJF 1. Program Compliance, Fiscal & Operational Management - Directs all aspects of programmatic compliance, including the development and implementation of monitoring policies and procedures for financial and non-financial contracts. Conduct systematic reviews, inspections, and risk assessments to verify adherence to certification requirements, laws, and agency standards. Analyzes program data trends to identify operational challenges and implement solutions. Oversees budget development, expenditure monitoring, resource allocation, and grant administration to ensure fiscal accountability. Manages day-to-day technology and operational systems, ensuring seamless functionality and staff proficiency in utilizing program tools and platforms. Prepares and reviews audit materials, corrective action plans, and reports for regulatory agencies and executive leadership. (40%)

 

EJF 2. Team Supervision & Workforce Development - Provides comprehensive staff supervision, including recruitment, onboarding, training, performance evaluations, and separations. Ensures strict staff compliance with all program and agency policies and procedures through regular monitoring and guidance. Leads professional development initiatives by conducting competency-based training and coaching sessions. Oversees timekeeping, leave management, and personnel records with accuracy and confidentiality. Serves as the technical authority for operational workflows, providing expertise on systems, processes, and troubleshooting. Promotes a culture of excellence through mentorship, performance improvement plans, and staff engagement strategies. (25%)

 

EJF 3. Strategic Program Leadership & Quality Management -

Provides managerial oversight for SNAP-O and TWPS programs through strategic planning, policy development, and quality assurance systems. Coordinates daily quality management operations, ensuring data integrity and compliance across all reporting activities. Develops and implements performance measures and evaluation frameworks for staff and contractors to assess program effectiveness. Leads the development of a comprehensive data strategy, ensuring stakeholders receive actionable metrics to guide programmatic decisions. Directs monitoring operations by collecting/analyzing operational data to evaluate program efficacy, identify improvement areas, and adjust strategic plans accordingly. Oversees specialized research projects to interpret trends and implement data-driven enhancements. Drives technology integration and process improvements to optimize service delivery while maintaining strict compliance with federal/state regulations. (20%)

      

EJF 4. Stakeholder Engagement & Special Projects -

Cultivates partnerships with community organizations, employers, educational institutions, and government agencies to enhance program reach and effectiveness. Represents the program in interagency collaboratives, conferences, and public forums. Leads special projects, including legislative initiatives, pilot programs, and cross-functional workgroups. Performs other duties as assigned to support evolving organizational priorities. (15%)

Initial Screening Criteria:

Bachelor’s degree from a regionally accredited college or university with major coursework in organizational development, business administration, management, human services, or another relevant field. Relevant professional experience may substitute for education on a one-to-one year basis.  

 

A minimum of 2 years of program or project management experience. 

 

Experience supervising staff.   

 

Experience administering, managing, or overseeing a major Texas Health and Human Services program preferred, including SNAP, Medicaid, behavioral health, and /or licensing/regulatory programs, preferred.
