The Motor Pool Supervisor/Lead Technician is responsible for coordinating and supervising the operation of the motor vehicle and equipment repair shop within the State Supported Living Center (SSLC) or State Hospital (SH). Serves as the lead motor vehicle technician. Provides direction and instruction to motor vehicle technicians in the execution of all fleet vehicle and equipment repair. Assesses and develops the knowledge, skills and abilities of motor vehicle technicians. Designates, oversees quality of work and assigns and prioritizes the work of other motor vehicle technicians. Leads the team to ensure vehicles are inspected timely and properly and that scheduled maintenance is performed. Performs and leads the team in performing motor vehicle technician diagnostic and repair work, paint and body work, and after-market accessory installation on a variety of motor vehicles such as full-sized vans, wheelchair vans, paratransit/small buses, trucks, cars, forklifts and tractors. Uses a variety of tools and equipment safely and instructs other technicians in the use of the equipment. Coordinates the functioning of the motor pool shop by requisitioning supplies, checking deliveries, maintaining records of work performed, preparing purchase orders, processing paperwork and ensuring the work area is clean and orderly. Performs other duties as assigned. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
Coordinates and supervises the functioning of the facility’s motor pool to ensure the facility's fleet of vehicles and equipment sufficiently operates to support the needs of the facility. Communicates with others to facilitate motor pool-related business and promote productive work relationships with others. Assists vehicle drivers with understanding systems and processes to effective check in and out vehicles from the motor vehicle pool and ensure they are oriented to the vehicle safety systems, such as wheelchair restraint systems in paratransit vehicles. Ensures the motor vehicle technicians and others assigned to work in the motor pool follow state and agency guidelines and regulations. Processes paperwork to accurately demonstrate proper controls for inventory, maintenance records, and budget expenditures. Develops scope of work for requisitions of supplies and services. Receives delivery of supplies and verifies orders. Maintains records of work performed and parts used using the required electronic software system. Oversees the records of work performed by others. Leads the team to maintains accurate parts and tool inventory. Serves as a subject matter expert for billing approvals. Performs and oversees housekeeping duties to ensure that work areas are clean, orderly, and safe. Reports issues to the supervisor.
Assesses and develops the knowledge, skills and abilities of motor vehicle technicians. Assists the supervisor with interviewing motor vehicle technician candidates and once hired, trains motor vehicle technicians to perform assigned duties and safety practices commensurate with skills and experience. Communicates progress to the supervisor.
Provides direction, instruction and oversight to motor vehicle technicians in the execution of all of their essential job functions including fleet vehicle and equipment repair, inspections, scheduled maintenance, engine tune-ups, and completion of paperwork. Consults with supervisor to correct employee performance through agency approved practices.
Instructs other technicians in proper use of diagnostic testing and repair equipment including code readers, wheel balancers, tire changers, aligners, hydraulic lifts, and other vehicle equipment. Uses on-board and handheld electronic diagnostic equipment and a variety of other specialized tools and equipment to isolate malfunctions. Uses hand tools, power tools, safety equipment, and test equipment. Ensures safety during equipment operation and maintenance.
Serves as the lead technician ultimately responsible for the correct fault diagnosis and repair of all vehicles and equipment. Assigned and prioritizes the work of other motor vehicle technicians so that all work within the motor pool is completed timely and with good quality. Oversees the quality of the work as it is being performed. Leads the team to perform essential job functions listed below.
Ensures vehicles are inspected timely and properly. Inspects motor vehicles, including electrical and cooling systems, within the scope of experience and qualifications. Estimates repairs, determining which can be handled with the current resources and expertise and which need to be outsourced for repair or inspection. Takes appropriate actions, consulting with supervisor when necessary.
Performs exchanges, rebuilding and overhauls of whole components for all vehicle systems including engines, transmissions, fuel, safety, body, chassis, electrical, HVAC, and other vehicle components and systems. Diagnoses and repairs all functions of components and systems of the motor vehicle including body, chassis, electrical, fuel, HVAC, and safety equipment utilizing both power and hand tools. Contacts drivers to determine nature and description of reported malfunctions. Contacts manufacture’s representatives to discuss applicability of warranties for components and vehicle systems. Contacts parts vendors for pricing and purchasing of components and vehicle systems. Contacts service and body vendors for pricing and approval of repairs to components and vehicle systems.
Performs scheduled maintenance such and oil and filter changes, transmission service, brake and suspension repair, tire installation and repair, wheel alignments, air conditioning diagnosis and repair, and other scheduled maintenance.
Performs engine tune-ups and makes required adjustments on vehicles and equipment such as full-sized vans, wheelchair vans, paratransit/small buses, trucks, cars, forklifts and tractors.
Performs paint and body work and installing various after-market accessories and equipment such as safety systems for wheelchairs.
Performs related work duties as assigned including but not limited to actively participating and/or serving in a supporting role to maintain the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge, Skills and Abilities (KSAs):
Knowledge and understanding of motor vehicle operations and traffic safety rules and regulations.
Knowledge of safety practices and principles in a repair shop.
Knowledge of passenger loading and unloading procedures and protocols.
Knowledge of the maintenance of motor vehicles.
Knowledge of general vehicle repair and maintenance.
Knowledge of stationary diesel engine repair and maintenance
Knowledge of vehicle installed hydraulic systems.
Skill in the operation/driving of motor vehicles such as full-sized vans, wheelchair vans, paratransit/small buses, trucks, cars, forklifts and tractors.
Skill to safely maneuver vehicles into tight areas.
Skill in locating and diagnosing defective mechanical problems.
Ability to follow schedules and instructions in operating vehicles.
Ability to understand and to comply with written and oral instructions.
Ability to understand and sign the “New/Existing Employee – Driver Qualification Statement” regarding driving eligibility.
Registrations, Licensure Requirements or Certifications:
Certification from the National Institute of Automotive Service Excellence is preferred.
Texas Motor Vehicle Safety Inspector license is preferred.
Valid Texas driver’s license is required.
Eligible driving record required based on HHSC Fleet Management policy is required.
Initial Screening Criteria:
At least two (2) years of experience as a motor vehicle technician.
Experience performing scheduled maintenance such and oil and filter changes, transmission service, brake and suspension repair, tire installation and repair, wheel alignments, air conditioning diagnosis and repair, or other scheduled maintenance.
Experience performing engine tune-ups.
Experience using diagnostic testing and repair equipment such as code readers, wheel balancers, tire changers, aligners, hydraulic lifts, and other vehicle equipment.
Experience supervising or overseeing the work of other motor vehicle technicians is preferred.
Additional Information:
