Network Specialist III

 

The Regional Network Specialist III is selected by and reports to the Health and Human Services Information Technology (HHS IT) Manager over Region 01 (Texas Panhandle). This position works under limited supervision with much latitude for initiative and independent judgment. The position serves IT staff as the central contact point for resolving escalated technical issues in Region 01. This position works with other technical support departments performing complex and advanced computer systems analysis work involving desktop, local area, and wide area network issues. The position oversees regional desktop and network related projects involving installation, implementation, and monitoring infrastructure and systems. The Network Specialist III will perform project and support management oversight over in-house staff and outside contractors including technical and tactical tasks, researching technological solutions, enhancements, and modifications to the existing environment that have an impact on customers. The position provides hardware and software support for all agency equipment including workstations, servers, printers, multi-function devices and network-related equipment. The position performs desktop and network reviews and performance monitoring using agency approved tools and adheres to all state policies and governing practices. When needed, the Network Specialist III will directly monitor vendor compliance. Working with other members of the staff in a senior position, the Network Specialist III will provide technical training and technical staff coordination.

 

Specifically, the position interfaces with DIR (Department of Information Resources), and other Health and Human Services agencies, outsourced services providers, and the data center service provider; to deploy, move, repair, and track hardware and software assets of the agency. The Network Specialist III participates in workgroups and committees to address statewide technology initiatives, activities, and customer requirements. The position may serve as back up for the ITCSO Manager in his/her absence. This position will require occasional after-hours and weekend work and will need to be a leader with the region’s response to emergencies.   Travel to other work locations may be required. The Network Specialist III will perform other duties, as assigned. 

 

 

Essential Job Functions:

Attends work on a regular and predictable schedule 8a-5p M-F including possible after-hours support as required to complete assignments and support customers/staff in the Region. The after-hours and weekends work may include some holidays when work duty dictates after-hours support such as network equipment upgrades, computer/site moves, natural disasters, and other IT related activities that can only be performed when end users are out. 

 

Leads the daily technical operations and activities of the Regional IT team. The Network Specialist III will know the IT staff in the region and be able to provide technical direction to unit staff so that customer service is maintained at an elevated level.

 

Develops and maintains a working knowledge of the sites located within the region, the State of Texas Programs operating in the Region, the senior management of those Programs, the IT infrastructure and assets in the region, their use, the governing policy and practices setup by the State of Texas, and the resources within the state and the outside partners involved in the support of the IT systems within the region. Establishes and maintains positive working relationships with all levels of employees and stakeholders.

 

Provide project management oversight of IT-related projects within the support area. Projects include yearly equipment replacements and software upgrades for customers throughout the region. Oversight also includes ensuring state policy and practice adherence. Monitors, coordinates, analyzes, and completes assignments and projects, providing information upon resolution to the Regional Manager or staff requesting information.

 

Accurately communicate using reports, statistics and other correspondence to the manager, peers, and customers as requested. Complete, submit and respond to all IT assignments on a timely basis that meets management expectations. Provide first-level staff coordination and oversee the work of others. This work includes new installations, and computer moves (Change Requests) to complete short-term projects and for direct involvement with the planning and successful completion of long-term projects.

 

Must have reliable transportation with the appropriate insurance coverage and a valid Texas Driver’s License and capable of transporting computer/network equipment to complete work requests.

 

 

 

 

Registrations, Licensure Requirements, or Certifications:

ITIL (Information Technology Infrastructure Library) Foundations preferred but not required. A+, Network+ certifications 
preferred, but not required. A valid Texas driver’s license is required.

 

Knowledge Skills Abilities

*Technical

  • Experience identifying and resolving hardware, software, and network related issues.
  • Knowledge of local and wide area networks
  • Experience supporting network equipment.
  • Experience with desktop/network performance monitoring
  • Knowledge in performing systems analysis work, technical solutions, and interpreting technical information.
  • Working knowledge of current Microsoft platforms.
  • Skill in the use of MS Office Suite products and SharePoint.
  • Broad knowledge of support of systems, technical services, and end-user computing demonstrating a knowledge of PC, mobile computing, LAN (Local Area Network), WAN, software, hardware, and troubleshooting techniques.

Initial Screening Criteria:

Graduation from a four-year accredited college or university with major course work in computer information systems, computer science, computer networking or other similar field of study. Education and work experience may be substituted for one another. Experience supporting and troubleshooting desktops. Experience with network equipment. Experience supporting Microsoft Windows and Microsoft Office.  Experience with supporting users in an Active Directory environment. Experience performing project management duties is preferred.  Experience leading projects in an IT environment is preferred. Experience in coordinating and leading technical teams is preferred.  

 

Additional Information:

Requires travel approximately 30% of the time normally within regional boundaries.  Occasional out-of-town travel with overnight lodging is sometimes required.  Occasional overtime and weekend work are also sometimes required.  Must be able to life and move 30 lbs. of equipment.
