We are seeking a senior-level training lead to oversee and guide training initiatives for multiple Long-term Care Regulation (LTCR) programs, including Nursing Facilities (NF), Assisted Living Facilities (ALF), Day Activity Health Services (DAHS), Individualized Skills and Socialization (ISS) Life Safety Code (LSC), and Prescribed Pediatric Extended Care Centers (PPECC). This role involves designing and implementing training programs, managing project timelines, and ensuring alignment with state and federal regulations. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position can be filled statewide. This position is a mobile position.
Essential Job Functions:
Acts as a team lead for field training staff for Nursing Facilities (NF), Assisted Living Facilities (ALF), Day Activity Health Services (DAHS), Individualized Skills and Socialization (ISS) Life Safety Code (LSC), and Prescribed Pediatric Extended Care Centers (PPECC) training staff. Provides senior-level and managerial consultative services to the Curriculum and Training manager. Oversees, designs, and implements process improvements and develops project plans for implementing training projects and assignments based on federal and state legislation and agency policy. Oversees training projects for multiple programs, including program related Orientation and on-the-job retention and engagement training initiatives. Ensures timely assignment and completion of project actions throughout the state in various program projects, including resolving coordination issues with project scheduling. The position is responsible for design and implementation of state and federal survey training initiatives to meet the need of a large survey operations unit delivering complex policy, procedures, and training for survey staff, including new hires, supervisory staff and other policy and project related training needs for LTCR. The position develops and coordinates training program initiatives needed to deliver the ongoing training services provided to Survey Operations field staff using advanced organizational skills and independent judgement. Approval of staff leave and all other HR personal needs will be referred to the manager. Trains and mentors staff in project plan implementation and continuous improvement. (35%) Coordinates and is responsible for training project implementation. Activities include documenting and monitoring milestones, working through, and removing barriers to completion. Working within LTCR business areas to ensure that milestones are met and communicated in a timely manner in all meetings and workgroups. (15%) Oversees the development and implementation of effective techniques for delivering federal and state rules and regulations to regional staff and management. Provides guidance to training staff regarding implementation of new methods and procedures. Provides input, technical assistance, training and guidance to curriculum and training staff in the development and implementation of program changes and new initiatives. Sets goals and objectives, makes assignments, provides direction, reviews, and approves program work products. (25%) Independently relays information and answers questions regarding federal CMS training requirements and directs projects to implement changes into state processes and procedures. Conducts research and develops findings and recommendations regarding LTCR programs affecting LTCR regional survey functions. Advises LTCR staff and management and recommends strategies to address immediate or long-term issues or questions. (15%) Coordinates and consults with LTCR policy and rules units and curriculum unit regarding project delivery and accuracy. Serves as technical resource to LTCR staff and curriculum department on policy creation and documentation, and other administrative activities. Oversees, processes, and advises on informational training resource actions, including posting and screening curriculum and learning paths for multiple LTCR programs. Coordinates and consults with the curriculum department, other training, and field personal regarding policy and training projects that impact the survey process in multiple programs. Participates in developing and evaluating training project material. Participates in
organizational structure reviews and makes recommendations for modification based on changes in business processes and functions, resource limitations and other factors. (10%)
Knowledge Skills Abilities:
Knowledge of Long-term Care Regulatory Services nursing facility surveying policy and procedures.
Knowledge of automation programs utilized by Long-term Care Regulatory Services automation programs such as TULIP, ASPEN, iQIES, ACTs, etc.

Registrations, Licensure, Requirements or Certifications: Must possess a valid Texas driver license or obtain it no later than 90 days after hire date to drive a state vehicle. Successful completion of Survey Minimum Qualifications Test (SMQT).
Initial Screening Citeria:
Graduation from an accredited four-year college or university with major coursework in nursing, social work, nutrition, gerontology, or a related field preferred. Experience training adult learners experience preferred; 24 months current work experience as an SMQT Certified Regulatory Service NF surveyor; one-year teaching experience preferred; Experience with supervision of others preferred.
