The QIS Data Surveillance Manager (Manager V) reports directly to the Director of Quality Improvement Support (QIS). The position performs highly advanced (senior-level) managerial work overseeing the daily operations and activities of the QIS Data Surveillance unit. The Data Surveillance Team provides critical assistance on high-priority assignments to anticipate, identify and provide continuous data surveillance. This team’s primary function is to preemptively identify areas of concern for AES. Additionally, the team provides guidance and solutions to ensure action is taken and concerns are mitigated. This team documents, prioritizes, conducts root cause analysis, and troubleshoots for identified defects and agency staff errors; in some cases before they occur. The team will be tasked with “early problem identification" to help recognize, define, and monitor potential risks at the very first signs of its emergence. Data Surveillance Team members engage in workgroups during assessments, may submit IT requests and supports or potentially lead high profile projects. The team’s goal is to enhance efficiency and minimize waste through ongoing improvement efforts, data surveillance, and innovative solutions.

 

The Manager V is responsible for monitoring, evaluating, and reporting the performance of state functions related to MEPD, SNAP, TANF, Medicaid, CHIP, and other HHSC programs. These activities are performed via office reviews, case reviews, and evaluation of procedures, processes, systems, and staff activities against established state and federal requirements. Activities cross multiple programs and eligibility systems. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating, evaluating, and reporting activities; and developing and managing area budget. Plans, assigns, and supervises the work of others. Manages staff working statewide at multiple sites. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.  
        
Essential Job Functions:


Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

Establishes goals and objectives and approves schedules, priorities, and standards for achieving goals; develops and implements techniques for evaluating activities; and evaluates activities to ensure compliance with federal and state laws and regulations; identifies areas of needed change and makes recommendations, creates a unified approach and utilizing defect tracking techniques to improve operations. 

 

Provides advanced consultative and technical assistance to assess and evaluate program issues; maintains knowledge of federal and state legislation, issues, developments, program requirements, policy decisions, and state processes.

 

Represents the assigned area in internal and external workgroups and meetings; provides technical expertise to Eligibility Operations staff and others. Analyzes and evaluates data and prepares clear and concise documents and reports and ensures reports are accurate and submitted timely.

 

Manages activities of staff in the program area; plans, assigns, and supervises the work of others. Develops and manages area budget and evaluates budget requests.  

 

Knowledge Skills Abilities:


Knowledge of health and human services program, services, and procedures (SNAP, Medicaid, CHIP, TANF, and MEPD). Knowledge of analysis processes and of program planning and implementation. Knowledge of the principles and practices of public administration and management.

 

Skill performing supervisory, managerial, professional, or technical work which must include analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material. Skills in leadership and communication. Skill in managing multiple projects and meeting tight deadlines. Skill in problem solving and analytical thinking/analysis.

 

Ability to manage program activities and to establish goals and objectives. Ability to gather, assemble, correlate, and analyze facts and to devise solutions to administrative problems. Ability to prepare concise reports. Ability to explain complex material in simple terms.

 

Establishes a standardized classification system for defects based on severity and assigns priority. Effectively monitors and tracks defects to report to leadership. Oversees the allocation of resources to achieve timely outcomes and measurable goals; and monitors and evaluates the effectiveness and efficiency of staffing levels. Oversees the implementation of changes resulting from new legislation. Oversees special investigations, research studies, special projects, internal audits, and the implementation of special initiatives.
 


Licensure Requirements or Certifications:


Project Management Professional (PMP) Certification Preferred and/or
Scrum Master Certification Preferred  

 

Initial Selection Criteria:


A minimum of five years full-time experience performing supervisory, managerial, professional, or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material.

 

A minimum of three years full-time experience working with local, state, and federal laws and regulations related to health and human services program, and procedures and oversight of business operations that included compliance with state and federal regulations (SNAP and Medicaid).

 

A minimum of three years full-time experience working with in project/program management policies and systems to accomplish and support staff performing complex, time limited tasks.

 

Graduation from an accredited four-year college or university with a degree in public administration, data science, business analytics, business administration, organizational leadership, industrial organizational, or a related field. Experience may substitute for education on a year-for-year basis.

This position requires an oral interview and in-basket exercises as part of the selection process. Applicants selected for an interview will be asked to submit 3 writing samples, two writing samples due prior to the interview and one (a presentation) to present during the interview. The presentation is considered the third writing sample.
