Brief Job Description:
The Texas Health and Human Services Commission (HHSC) Comprehensive Rehabilitation Services (CRS), seeks a highly qualified candidate to fill the Contract Specialist III position. This position reports directly to the Contract Administration Manager II of CRS. The CRS Contract Specialist III will serve as the primary liaison representative and the single point of contact for all contract management and contractual monitoring activities.
This position will also maintain reports on contractor performance and provide information on goal attainment barriers and risks. This position works under general supervision with latitude for initiative and independent judgment. Responsible for other Contract Management activities as assigned.
Essential Job functions (EFJs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Plans, conducts, and documents contract monitoring reviews and investigations to determine compliance with federal and state regulations. Provides technical guidance regarding the contract monitoring process, state and federal regulations, policies, and procedures. Identifies contractor training needs and conducts training upon request.
Conducts quality assurance reviews of CRS contract monitoring activities according to established departmental standards. Maintains automated databases and tracking systems to plan, track and complete required contract activities. Coordinates the completion of required activities, tracks actions, and reports to management.
Completes contract monitoring reports listing deficiencies and prepares written reports supporting the actions and remedies recommended. Serves as subject matter expert for CRS Durable Medical Equipment (DME) for other team members. Provides guidance regarding contract specifications, policies, and procedures.
Monitors and evaluates evidence and plans of correction submitted by contractors. Communicates on a complex level with others (internally or externally) to provide, exchange, or verify information, answer inquiries, address issues, or resolve problems or complaints.
Develop Informal Bids (IFB) or spot purchases for Durable Medical Equipment. Coordinate and track delivery and installation of goods or services. Tracks, monitors, plans, and coordinates activities to ensure deadlines and requirements are met.
Attends and participates in regular staff meetings, represents assigned area at planning sessions, committees, workgroups, meetings, conferences, or hearings to address significant issues.
Other duties as assigned in support of the unit's goals and objectives.
Knowledge, Skills and Abilities:
Knowledge of HHSC Procurement and Contracting Services.
Knowledge of State of Texas contracting.
Registrations, Licensure Requirements or Certifications:
Must have a current CTCM certification or the ability to obtain one within the first six months of employment.
CTCD experience is preferred but not required.
Initial Screening Criteria:
1. Experience in procurement and contracting. Perfer experience in client services contract management or monitoring.
2. Experience with local, state, or federal contracts is preferred.
3. Graduation from an accredited four year college or University with major course work in business management or field relevant to assignment is preferred. Experience and education can be substituted on a year for year basis.
Additional Information:
This is a hybrid position requiring three days in the office. The ability to travel at 30% is required for this position.
