The Behavior Analyst/State Reviewer (Behavior Analyst II) performs duties within the scope of practice attributed to the skills of a Board-Certified Behavior Analyst (BCBA) and reports to the Director of Operations with clinical oversight by the Behavioral and Psychological Services Discipline Coordinator. Work involves planning, developing, coordinating, and evaluating quality assurance/quality enhancement initiatives related to behavioral health, restraints, and skill acquisition, in alignment with the Settlement Agreement. Work also involves review and consultation on behavioral assessments and interventions, including skill acquisition. The position evaluates behavioral health services and other levels of care through the analysis of statistical studies and performance evaluation reports and will provide recommendations for improvement to the Behavioral and Psychological Services Discipline Coordinator. The position monitors progress and clinical supervision of the Master level clinicians in training as they complete requirements to become Board Certified Behavior Analysts. The position will include State Reviewer (SR) duties as part of the Department of Justice (DOJ) Settlement Agreement. The duties as the SR will entail the reviewing of pre-on site and on-site documents, conducting on-site observations and interviews (both facility staff and individuals), calculating scoring sheets and preparing narrative monitoring report comments. The position may be required to work overtime and/or extended hours. The position will travel up to 50% of the time to complete SR duties and other duties as assigned by the Behavioral Health and Psychological Services Discipline Coordinator. The position will, as assigned, complete an evaluation of a specific individual or a service system and provide recommendations. Clear and concise verbal and written communication skills, the ability to work collaboratively with other clinical staff, including medical staff and executive leadership are essential.
Essential Job Functions (EJFs):
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy.
Reviews documents and conducts on-site and remote reviews for designated area of monitoring. Evaluate programs, procedures, and/or processes for effectiveness through a Quality Service Review tool.
Completes evaluation reports as required by external monitoring such as for the Settlement Agreement and internal review processes, including restraint practices, behavioral assessment and intervention, engagement, and skill acquisition. Prepares and provides reports and data analysis utilizing computer software programs.
Participates in cross-team review discussions with the Settlement Agreement Monitoring Team as well as other State Reviewers to discuss agreements, disagreements, and methodology. Calculates scores and prepares a narrative 15-calendar days after the on-site review. Respond to comments and questions about scores and narratives.
Evaluates and reports recommendations on accountability systems to monitor progress on restraint reduction, psychotropic medication reduction, skill acquisition, and effective positive interventions, including treatment and data fidelity. Evaluates the systems for development and implementation of behavior support plans and skill acquisition plans and reviews the analysis of trends and patterns of problem behaviors, use of restrictive and emergency procedures, and treatment results performed by others.
Monitors progress of trainees completing the requirements for Board Certification as Behavior Analysts, including both academic training and clinical supervision.
Upon analysis of data, provides recommendations for improvement and has the ability to communicate, teach, follow up, assist in implementation, and follow up of quality improvement initiatives.
Provides education to employees at all levels of the organization, individuals who reside at the facility, and external monitoring groups.
Practices and follows agency/facility policies & procedures and maintains certification as determined by the Behavioral Analyst Certification Board.
Performs related and additional work as assigned.
Travel up to 50% of the time to complete State Reviewer duties and other assigned on-site visits.
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge, Skills and Abilities (KSAs):
- Ability to conduct and evaluate comprehensive behavior health assessments and functional (analogue) behavior analysis and to develop behavior support plans.
- Knowledge and skills in applied behavior analysis and the development, implementation, and evaluation of positive behavior support plans, psychiatric support plans, and skill acquisition plans.
- Knowledge regarding medications used to assist with behavior management and systems to track treatment effectiveness.
- Ability to evaluate data, including behavior, skill acquisitions, and restraint data and to make clinical and systemic recommendations based on the data.
- Ability to train staff in programming and related behavioral and skill acquisition areas.
- Ability to work with minimal supervision with extensive latitude for the use of initiative and independent judgment.
- Knowledge and experience in administering all aspects of the delivery of behavioral services and skill acquisition services to persons with intellectual disabilities.
- Knowledge regarding etiology and characteristics of intellectual disability.
- Knowledge regarding applicable local, state, and federal laws, federal regulations, Behavior Analysts Certification Board requirements, and departmental and agency policy related to the provision of behavioral services.
- Advanced writing skills in developing technical reports, grants, research proposals, and other relevant documents.
- Leadership skills in motivating staff and effectively implementing changes.
- Knowledge and skills in using personal computers and relevant software.
Registrations, Licensure Requirements or Certifications:
Must be a Board Certified Behavior Analyst (through the Behavior Analyst Certification Board) or a certified Qualified Behavior Analyst (QBA®); and eligible to be licensed as a Behavior Analyst in Texas.
Licensure as a Behavior Analyst through the Texas Department of Licensing and Regulation is preferred.
Initial Screening Criteria:
A minimum of a master’s degree from an accredited university that was conferred in behavior analysis, education, psychology, or related discipline is required.
At least two years’ experience working as a Behavior Analyst following certification.
Experience in applied behavior analysis and skill acquisition/behavior support plan development, implementation, and evaluation.
Experience in quality assurance and/or program evaluation is preferred.
