The Plant Maintenance Manager (PMM) works under the supervision of the Assistant Director of Administration for the Rio Grande State Supported Living Center (RGLC) and performs work administering the daily operations and activities of PMM for Rio Grande Sate Hospital (SH) and the State Supported Living Center (SSLC). The Plant Manager performs routine technical, managerial, and complex project management work. The Plant Manager is responsible for directing projects and activities of the physical plant of the facility.  Work involves planning, coordinating, scheduling, and supervising all facility utility services, grounds and buildings, equipment maintenance and repairs, including small construction projects, vehicle operations, and repairs and maintenance, including replacement scheduling. The Plant Manager is also responsible for the development of work procedures and performance standards in conformance with administrative and/or professional policies. The Plant Manager is an authority on all applicable codes and regulations including accreditation standards, Fire, Life Safety, Plumbing, Electrical and Mechanical. Prepares reports as required. Plans and monitors contract projects. The Plant Manager is responsible for evaluating onsite work performed by contractors to ensure all measures of the contract are met according to NFPA, NEC, TAC, and Life Safety codes. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

 

Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned. May serve in an on-call status on a rotating schedule as required to meet operational needs of the facility.

 

Coordinates, supervises, and provides leadership to and maintains a fully staffed and trained maintenance department consisting of electricians, plumbers, HVAC technicians, carpenters, painters, automotive mechanics, and groundskeepers. Oversees the plans, specifications, etc., for small internal construction and renovation projects, as well as selected equipment replacement.

 

Monitors and manages project quality and costs, to ensure that project deliverables are acceptable and fulfill the terms of the project contract or specifications and are completed within budget. Reviews and approves requisitions submitted to Procurement and Contracting Services (PCS), supervises contract expenditure tracking, and approves credit card purchases. Maintains compliance with agency, facility, accrediting agencies, and other regulatory agencies as appropriate to maintenance functions. 

 

Coordinates project activities with other state agencies, HHSC's Facility Support Services (FSS) Maintenance & Construction, governmental jurisdictions, outside vendors, and customers in a collaborative manner. Communicates on a regular basis with facility leadership and customers on maintenance operations and project updates. Reviews and recommends proposals and bids to management.

 

Develops reports and uses data in driving improvements, monitoring effective and efficient service delivery, and satisfying compliance with appropriate rules and regulations. Compiles and distributes project information, project status reports, and project budget expenditures to leadership.

 

Evaluates Requests for Proposals (RFP's) on new projects to determine the best value for a project. Ensures that evaluation is fair and impartial. Makes recommendations on proposals. Works with PCS to select vendors for project award.

 

Chairs the Maintenance Department Quality Improvement Team (QIT) and serves as a member of the Environment of Care (EC) Committee, as well as other committees as assigned. Participates in the development of the facility Environment of Care plans which includes Safety, Security, Hazardous Materials, Emergency Management, Life Safety, Utility Systems, and Medical Equipment.

 

Develops, implements, monitors, and evaluates the annual Utility Management Plan to establish, maintain, and continually provide a reliable utility systems management program to promote a safe, controlled, and comfortable environment of care for residents, visitors, and personnel at the facility by the assessment and minimalization of risks of utility failures and to ensure the operational reliability of the utility systems.

 

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.  Such participation may require an alternate shift pattern assignment and/or location.

 

Knowledge, Skills and Abilities (KSAs):

 

Knowledge in plant maintenance operations, including but not limited to plumbing, electrical, HVAC, carpentry, roads and grounds, and motor pool.

 

Knowledge with the Life Safety Code

 

Knowledge of applicable accreditation standards

 

Knowledge in developing maintenance policies and procedures

 

Knowledge of CAFM (Computer Assisted Facilities Management) or other electronic facility management programs.

 

Knowledge of fleet operations

 

Skills in written and verbal communication

 

Skills in developing and maintaining working partnerships.

 

Skills in conducting performance evaluations and developing staff.

 

Skills in developing building/floor plans

 

Skills in reading and developing construction plans and requests.

Ability to use software for floor plans such as Microsoft Visio and AutoCAD

 

Ability to use a computer and applicable software (i.e. Microsoft Office applications including Outlook, Word, Excel, PowerPoint, and Access)

 

Ability to work with and manage contractors.

 

Registrations, Licensure Requirements or Certifications:

 

Must have licensure, certification, or registration in one of the four (4) specialty fields (HVAC, Electrical, Plumbing, Carpentry)

 

Valid Texas driver’s license or ability to obtain it no later than 90 days after hire date. Applicants with an out-of-state driver’s license must provide an original certified driving record from the state of driving licensure.  Eligible driving record required based on HHSC Fleet Management policy.

 

Initial Screening Criteria:

 

Graduation from an accredited four-year college or university with major course work in a field relevant to physical plant maintenance is generally preferred. Experience and education may be substituted for one another on a year for year basis.

Experience in the management of a business function, division, or department relevant to physical plant maintenance, preferably in an ICF/IID or healthcare environment.

Extensive experience with mechanical, electrical, HVAC and plumbing systems.

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours. Must be willing to work weekends and holidays.
