Brief Job Description:
In accordance with HHSC Guiding Principles and universal expectations of personal responsibility, under limited direction of the HHSC IT / Customer Service and Support / DSHS Regional Office Support Manager, with extensive latitude for the use of initiative and judgment, performs highly advanced work overseeing activities associated with Regional Local Area Networks (LAN), Wide Area Network (WAN), desktop and mobile workstations, and the selection and integration of system components for data and voice telecommunications networks. Responsible for development and implementation of strategic plans for optimal use of information resources, and project planning for integrating data telecommunication networks. Perform network design and installation, training, and evaluation of potential network enhancements. Serve as Team Leader for assigned Regional Office Support staff. Perform customer support activities. Develop, maintain, and oversee management of regional Internet and Intranet web sites. Responsible for compliance with applicable policies, standards, guidelines, and procedures of DSHS, HHSC, and DIR. This position is classified as a fulltime position (40 hours a week). Work outside of regular hours may be required. Travel to other work location may be required. Performs other duties as assigned.
Essential Job Functions:
(25%) Evaluate, implement, and maintain regional local area networks, cabling, router and switch infrastructures, inventories, network support software, internet, intranet, WAN capability, workstations, and related duties. Maintain physical network and logical structures. Determine operation, technical and support requirements for locations, installation, operation, and maintenance of data communication and agency network systems. Serve as administrator contact for network projects. Prepare budget recommendations to manager, regional administration, and regional program staff relating to network facilities and workstations.
(25%) Ensure workstation and network infrastructure is reliable and can handle the workloads. Analyze user support statistics and other data to implement appropriate measures. Direct performance tuning and capacity planning activities to enhance the performance of network resources. Monitor the preparation and analysis of statistics on network utilization and availability. Evaluate network technologies for potential acquisition and direct the evaluation of various hardware and software resources to identify strength, weaknesses, and potential benefits to the agency. Recommend and implement enhancements to network hardware, facilities, infrastructure, security, software, workstations, and equipment as needed to enhance performance and capability of the network and data management resources. Direct the performance of routine backup and archival of files stored on regional network systems. Develop and define disaster recovery responsibilities and procedures.
(15%) As Team Leader, ensure that help desk resources provide responsive customer service for all regional data processing activities. Prepare training materials, and provide for user support. Oversee training, and user support activities of other regional network operation staff. Provide for the individual and group instruction in the use of available hardware, software, security, utilities, and related topics. Serve as contact for off-site locations to obtain clarification of problems and resolutions.
(10%) Provide direction and coordination essential to ensuring efficient and effective operational services to customers. Maintain the integrity of the agency LAN and WAN environment, and ensure data assets are protected from unauthorized disclosure, compromise, or loss. Develop goals and objectives for the development and use of an efficient, secure, and cost-effective network. Assess future information requirements in order to develop long-range, comprehensive LAN/WAN plans. Participate in strategic and tactical planning. Monitor internal compliance with software licensing issues.
(10%) Oversee implementation and maintenance of voice telecommunication systems for regional offices. Plans, designs, and implements improvements to the regional telecommunication systems. Direct or performs all activities associated with moving, adding, or changing telecommunication services.
(5%) Advise, consult, and negotiate with Organizational Business Unit (Regional) customers in providing operation services and evaluating performance in meeting customer needs with automated solutions, consistent with DSHS, HHSC, and DIR plans, standards and guidelines. Provides leadership to internal and external teams / committees across the agency and HHS enterprise to ensure operations are coordinated, efficient, and meet service level objectives. Maintains up-to-date knowledge of other HHS agencies systems plans and negotiates sharing of resources to achieve operational objectives across agencies.
(5%) Perform Team Leader duties of regional network operations for assigned team. Team Leader involvement includes, but is not limited to, participation in job classification, interview and selection, task assignment and monitoring, problem solving, coordination of team leave schedules, and managing projects. Includes participation in performance evaluations, encouraging and recommending appropriate training / development opportunities, making recommendations regarding disciplinary or reward actions, and providing accurate and timely feedback to employees.
(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Initial Screening Criteria:
Experience working with Local Area Networks as well as providing deskside computer support including hardware, software, and peripherals. Preference for additional support experience with Wide Area Networks and Active Directory tools. Experience with network services. Graduation from an accredited four-year college or university with major course work in computer science, data processing, management information systems, or a related field is generally preferred. Education and experience may be substituted for one another on a year-for-year basis. Must be able to travel and work outside normal business hours.
