Brief Job Description:

As the QIS Quality Analyst, within Quality Improvement Support you will perform highly advanced research, evaluation, technical, and analytical work related to the planning, development, and implementation of statewide performance improvement activities involving Texas Works (specifically Supplemental Nutrition Assistance Program [SNAP], Temporary Assistance for Needy Families [TANF], Texas Works Medicaid, and Medicaid for the Elderly and People with Disabilities program policies and procedures. This position completes analysis of Quality Control errors, performance metrics and other available data to identify deficiencies for the state. In addition, the QIS Quality Analyst works under general direction with extensive latitude for the use of initiative and independent judgment ensuring all federal and state regulations are met timely and accurately.

Essential Job Functions (EJFs):

Work involves administering program activities to ensure compliance with state and federal regulations. Ensures accuracy and timeliness of reviews processed by field staff according to federal and state standards. Attends work on a regular and predictable schedule. (30%)

Evaluates information obtained to determine correctness of error called and identifies the eligibility staff that touched the case action the error was called on. Completes documentation of review findings. (30%)

Communicates final evaluation of case review to regional program staff, collaborates with statewide regional staff, internal and external stakeholders, and other AES areas to identify and modify procedures to meet the changing needs of the program and staff. Provides both narrative and statistical reports via the Program Integrity Monitoring System (PIMS) and Quality Improvement Management Portal to State and Regional Operations to display performance improvement (examples include but are not limited to: reduced Quality Control errors and/or improved case reading findings/fewer case reading errors). (20%)

 

Prepares clear, concise, and comprehensive documents and reports regarding program performance to Executive Management and federal partners as needed; prepares responses to requests for information, reports, and inquiries from executive management; provides managerial consultative, technical, and analytical work on program policy to develop options for recommendations and reports related to the SNAP, TANF, CHIP, Medicaid (both Texas Works and MEPD), and Medicare Cost Savings programs. Collects and evaluates data related to the accuracy of related policies and procedures; prepares and approves high quality written project updates; prepares data analysis and revises, approves, and oversees federally required state corrective action plans. Monitors data to assess/evaluate the effectiveness of activities designed for corrective action purposes and produces corrective action project status reports to display the effectiveness of corrective action activities. Ensures projects are completed timely and accurately in relation to all federal/state rules and regulations. Keeps documentation for multiple assignments up to date and organized. (15%)

Knowledge Skills, Abilities (KSAs):

  • Knowledge of financial and medical eligibility program policies, QC procedures, and relevant laws.
  • Knowledge of SNAP, TANF, CHIP, Medicaid (both Texas Works and MEPD), and Medicare Cost Savings programs, policies, and procedures.
  • Knowledge of agency policies, operating methods, and procedures.
  • Knowledge of local, state, and federal laws relating to the SNAP,
  • TANF, CHIP, Medicaid (both Texas Works and MEPD), and Medicare Cost Savings programs.

  • Skill in the use of Microsoft applications, with particular emphasis on Excel as an essential tool for data analysis, reporting, and process tracking; proficiency in applications including, but not limited to Outlook, Word, PowerPoint, and TEAMS.
  • Ability to learn and utilize technology effectively (e.g., Program Integrity Monitoring System (PIMS), Adobe Pro, MS SharePoint, etc.).
  • Ability to work in a setting requiring self-motivation/cooperative decision-making and to work effectively with diverse groups of people.

Initial Screening Criteria:

  • Must have a minimum of three years’ experience interpreting Texas Works (SNAP, TANF, and Medicaid) and / or MEPD programs.
  • Must have recent TIERS experience (within the last three years) related to eligibility determinations.
  • Must be able to travel a minimum of 30%.

The location of this position will be dependent on the candidate selection and available space. This position may be considered for telework if the applicant meets HHS telework requirements and policies.

Applicants selected for hire will be required to pass background and other due diligence checks.

This position may be filled at any HHSC office where space is available. This position is telework eligible. Per HHS agency policy, individuals hired for this position that live within 50 miles of their Austin headquarters may be required to be in office three day a week.
