Job Description:
The Texas Health and Human Services Commission Access and Eligibility Services (AES) Quality Management department seeks a highly qualified candidate to fill the position of Program Specialist VII, Quality Compliance Advisor. This position is available statewide.

The Program Specialist VII, Quality Compliance Advisor, reports directly to the Senior Advisor who reports to the Deputy Associate Commissioner (DAC) for Policy and Quality. The Quality Compliance Advisor performs highly advanced (senior level) managerial work and assists the Senior Advisor and DAC with overseeing the daily operations and activities of Quality Management. The position leads and oversees multiple quality related projects, reviews and writes reports, and serves as a subject matter expert for SNAP, TANF, Medicaid, and CHIP policies and procedures related to Quality Assurance, Quality Improvement, and Quality Control programs. Plans and manages high level projects and initiatives; oversees the development and implementation of techniques for evaluating program activities; identifies areas of needed change and makes recommendations to improve operations; facilitates communication for and between various management and field level staff and external stakeholders; coordinating and evaluating activities; represents the area at meetings, conferences, and committees and performs other duties as assigned by the Senior Advisor. Works under minimal supervision with considerable latitude for the use of initiative, independent judgment, and critical thinking.
Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF1. Works closely with federal, state office, and regional staff, including, but not limited to: Food and Nutrition Services, Policy and Quality DAC, Policy and Quality Associate Commissioner, Quality Improvement Support Director, Quality Assurance Field Services Director, Quality Control Director, Policy Directors, Regional Directors, Program Managers, and Service Improvement Coordinators to maintain operational standards. This position works with SNAP, TANF, CHIP, Medicaid (both Texas Works and MEPD), and Medicare Cost Savings programs. The position plans, develops, coordinates, implements, and manages projects; assigns work, researches, analyzes, evaluates, interprets and reports data to management; evaluates trends to resolve problems regarding operations or procedures; develops corrective action plans; manages workgroups, oversees work performed, and prepares project reports; directs and acts as chair of committees and workgroups. (30%)
EJF2. Prepares and approves high-quality written project updates, summaries, reports, and other documents by interpreting policies, procedures, rules, regulations, and standards related to the program; completes quality project documents; and prepares financial and budget analyses and reports. Assist management with developing and implementing effective techniques for evaluating federal required Management Evaluations Reviews, identifying the need for new reviews, and providing guidance to staff in the development and integration of new methods and procedures. (20%)
EJF3: Reviews, edits, and approves federally required state corrective action plans; reviews & makes recommendations for approval, disapproval, or modification of program improvement activities; and participates in the planning, development, and implementation of area activities. Speaks to various groups, various levels of government, and other relevant stakeholders (Food and Nutrition Services, Center for Medicaid Services); develops and maintains appropriate working relationships; works with program staff in determining trends and resolving technical problems concerned with these areas; consults with other areas as needed to resolve problems, identify needs, and discuss program effectiveness. (20%)
EJF4. Provides advanced research, analysis, and evaluation on complex program and policy issues and initiatives related to SNAP, TANF, CHIP, Medicaid (both Texas Works and MEPD), and Medicare Cost Sharing programs. Position analyzes and evaluates data and prepares clear / concise documents and reports; provides managerial consultative, technical, and analytical work on program policy to develop options for recommendations and reports related to the SNAP, TANF, CHIP, Medicaid (both Texas Works and MEPD), and Medicare Cost Savings Programs; provides advanced consultative & technical services to assess and evaluate program issues; and ensures timely and accurate completion of projects in relation to all federal/state rules and regulations. (10%)
EJF5. Represents the area to internal and external customers. Coordinates with and speaks to various groups, various levels of government, and other relevant stakeholders (Food and Nutrition Services and Center for Medicaid Services); develops and maintains appropriate working relationships; works with program staff in determining trends and resolving technical problems concerned with these areas; and consults with other areas, as needed, to resolve problems, identify needs, and discuss program effectiveness. (10%)
EJF6. Oversees workgroups and meetings related to program research, analysis of internal and external stakeholders (Food and Nutrition Services and Center for Medicaid Services) operations, and evaluation functions; contributes to or facilitates project workgroups and meetings; and provides leadership, develops teamwork approaches and the preparation of reports of findings and recommendations. (10%)

Initial Selection Criteria:
A minimum of four years full-time experience working with local, state, and federal laws and regulations related to health and human services program, services, and procedures and oversight of business operations that included compliance with state and federal regulations (minimum in one of the following programs: SNAP, TANF, Medicaid, CHIP, MEPD). Experience in project/program management policies and systems to accomplish and support staff performing complex, time limited tasks. Experience developing plans for preventing / correcting problems. Experience evaluating policies and procedures and identifying areas for improvement
A minimum of two years full-time experience performing supervisory, managerial, professional, or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material.
Additional Information:
Applicants selected for an interview will be required to submit two professional writing samples.
This position may be filled at any HHSC office where space is available. Two positions will be filled with this posting. This position is telework eligible. Per HHS agency policy, individuals hired for this position that live within 50 miles of their Austin headquarters may be required to be in office three days a week.
