The state supported living centers serve people with intellectual and developmental disabilities who are medically fragile or who have behavioral problems. The position performs complex computer systems and data analysis. Plans, assigns, and supervises the work of the Systems Analyst. Works under limited supervision with significant latitude for the use of initiative and independent judgment. Responsible for oversight of and providing guidance to program staff in the development and integration of new methods and procedures associated with the information systems and data required for advancing the organizations performance improvement efforts and service monitoring. The position also establishes priorities, standards, and measurements for determining progress in meeting goals. Other duties include the preparation of administrative report studies, development and implementation of automated systems for data collection tools to ensure the efficiency and integrity of data reporting. Serves as liaison with State Office Data Analyst. 

 

Essential Job Functions (EJFs):

 

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

 

Supervises Systems Analyst

Monitoring of data and data systems to ensure entry errors are corrected. (75%)

 

Requests: (10%)

(1) Develop automated reporting system for data that is entered into CRS for requests made by the Director, Surveyors, Quality Assurance Director, State Office, or any other area at the Center. Any data that is entered into CRS will be in an automated reporting system.

(2) Data Analyst will build queries to retrieve data requested by facility staff.

(3) Adhoc reports - one time request with quick turn around.

 

Development - develop automated systems for collecting and reporting data that is not entered into CRS. Assist with development of CRS and additions to existing forms in CRS. Develop comprehensive set of reports for the Center for monthly reporting. (10%)

 

Training - training staff at various departments on the use of databases, including Avatar. (5%)

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery of Continuity of Operations (COOP) activation.  Such participation may require an alternate shift assignment and/or location.

 

Knowledge, Skills and Abilities (KSAs):

 

Ability to communicate effectively verbally and in writing through consulting, presentations, or concise reports.

Ability to design and implement tools for process improvement.

Knowledge of agency programs, policies, and service delivery processes.

Knowledge of basic business operations and the working of organizations.

Advanced knowledge of business practices & data entry.

Advanced knowledge of the IRIS system.

Strong communication and training skills.

Knowledge and an understanding of long-term services and supports programs.

Advanced knowledge and skill in the development and maintaining of MS Access databases, MS Excel, reporting methods and data analysis.

Knowledge of local, state, and federal laws related to DADS programs.

Ability to lead projects and workgroups to comply with reporting requirements.

Ability to coordinate actions of team members to meet reporting requirements, meet ad hoc reporting requirements, and perform data analysis.

Skill in identifying measures or indicators of program performance.

Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to prepare reports; to develop, evaluate, and interpret policies and procedures; to communicate effectively; and to train, lead, assign, and prioritize staff workloads.

 

Initial Screening Criteria:

 

Education-

Required:

-High School diploma, GED or equivalent education.

Preferred:

-Technical school or college/university level coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field is preferred.

 

Experience-

Required:

-Work experience with MS Access and Excel.

-Work experience in data analysis, research, and report design.

-Work experience in designing, developing, and maintaining queries and reports.

Preferred:

-Experience with MS SharePoint is preferred.

-Experience working with electronic health records is preferred.

 

Additional Information:

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours. Must be willing to work weekends and holidays.
