This supervisory level position is located at the Dallas State Hospital, but Supply Services also serves patients/residents at 22 other facilities around the State, so there are opportunities for growth and movement to other parts of Texas if desired.
The Warehouse Supervisor V is a key position for Supply Services with essential functions related to using modern receiving software systems, warehouse equipment and logistics to assure the patients/residents served are supplied needed supplies for daily living. The position supervises, oversees reporting staff, and coordinates warehouse working activities within the assigned warehouse. This position is a working supervisor role, actively participating in daily warehouse activities while overseeing and guiding the team to ensure efficient operations. This position oversees and performs advanced logistical, inventory and warehouse work to include creating reports, putting away goods, rotating stock, pulling orders from inventory stock bins, and delivering goods at an assigned state facility and supervising such work by reporting staff. This position is required to hire, maintain, and monitor timekeeping, complete evaluations, resignations, and terminations for assigned staff utilizing the CAPPS personnel management system. Work involves coordinating warehouse operations and training staff at multiple assigned state facilities and partner location.
Maintains security of state property and warehouse stock inventory. Performs asset accounting receipting process and supervises such work of others. Performs and supervises assigned warehouse inventory process. Identifies and resolves inventory-reporting discrepancies. Completes replenishment process by reviewing, approving and entering replenishment orders based on current stock, historic usage and planned variances in unit orders. Creates replenishment orders using online vendor software and receipting for vendors to be paid in a timely manner. Upon receipt of orders, performs receiving functions in Agency accounting/asset system. Reviews and notes pricing discrepancies and/or increases and makes leadership aware of any concerning changes. Follows through with vendor and/or facility financial and leadership teams with any required communication on pricing concerns. Ensures warehouse operations are in compliance with all established statewide standard procedures and provides interpretation and expectations to reporting staff. Develops alternative process recommendations for consideration for facility and assigned warehouse specific/unique circumstances. Approves travel using the etravel system. Works under limited supervision with moderate latitude for the use of initiative and independent judgment. Must actively participate and/or serve in a Continuity of Operations (COOP) activation as warehouses must maintain a level of full operational capabilities, regardless of disaster declaration, weather, or other serious impediments to operation. Work Schedule: Monday – Friday, 8am - 5pm.
Essential Job Functions (EJFs):
1. Attends work on a regular and predictable schedule in accordance with agency and departmental leave policy and performs other duties as assigned.
2. Manages, trains, assigns work, and reviews staff in warehousing procedures. Ensures services and supplies are properly distributed and stocked at assigned State Hospitals and State Supported Living Centers. Creates reports to reflect productivity, devises strategic initiatives to increase safety, reduce loss, claims, staff turnover and ensure multiple facilities are operating at expected levels. Foresees potential issues and initiates mitigating actions to include assisting in reassignment of staff to a different location from time to time to support coverage. Approves travel and related expenses using the etravel system. (35%)
3. Manages and reviews inventory and stock control records, runs and reviews warehouse reports and maintains “First in, First Out (FIFO)” accountability for assigned warehouse. Creates, reviews, and adjusts replenishment requisitions. Communicate with suppliers regarding the availability of required stock items to maintain safe and effective operations in the state operated facilities. Using established contracts, oversees staff and orders supplies twice monthly using online vendor systems. Develop and execute alternative solutions to stock outs; expediting with PCS (Procurement & Contracting Services), transfers to other warehouses and communicating with vendors for quick delivery. Reviews and reports pricing and other discrepancies with key staff to resolve issues. (30%)
4.Trains staff in the use of MIMS to provide accurate and time issuance of warehouse stock. Enters receipts, including numbered assets, into the CAPPS financial system. Works with Asset Management staff to ensure custodial passing is completed accurately and timely. Trains staff on accurate and timely receipting and assure warehouse stock shipments are delivered timely. Regularly provide reports and meet with executives to advise on issues relating to inventory, personnel and warehousing related topics.(15%)
5. Manages hiring, time schedules, leave approvals, terminations and retirements utilizing the CAPPS HR system and other tools. Participates in recruiting initiatives and activities. Provides performance feedback and evaluations on a timely basis. Counsels and administers Performance & Conduct management actions in coordination with HR, Legal and Management. Participates in Civil Rights and Workman’s Compensation filings and needed actions. (15%)
6. Creates training processes, procedures, and written instruction. Provides hands on training in all aspects of multiple facility sites to ensure appropriate material handling, inventory procedures, equipment safety, and reports are being adhered to in accordance with Supply SharePoint Procedures, Operating Instructions and other required policies. (15%)
7. Completes other duties as assigned. (5%)
Knowledge, Skills and Abilities (KSAs):
Skilled in communications to include verbal, writing and maintain professional working relationships with a variety of staff, executives and vendors. Advanced ability to coordinate with staff, internal and external customers to include departments, agencies, organizations and the public.
Advanced knowledge of warehousing methods and procedures, inventory and stock control and automated inventory-control systems, reporting procedures and departmental policies and procedures, functions and operations.
Experienced in leading, training and supervising the work of others in the areas of shipping, receiving, and inventory control, knowledge of warehousing methods and procedures, inventory and stock control record keeping and automated inventory control systems, and policies and procedures.
Ability to review and report on warehouse operations for compliance with established procedures and make corrective actions quickly. Ability to foresee potential issues and plan accordingly to overcome obstacles.
Ability to learn and adapt to changes quickly, learn new databases and skill in the use of computer equipment, Microsoft Office Suite to include Word, Excel, Outlook, Teams and associated software and advanced calculations.
Ability to prepare accurate presentations, reports and maintain a variety of business-related records. Ability to use a handheld device for the purpose of managing warehouse stock and receiving goods.
Ability to prepare reports and maintain records.
Ability to coordinate with other staff, departments, officials, agencies, organizations, and the public.
Registrations, Licensure Requirements or Certifications:
Valid Class C Drivers License (Texas Drivers License preferred) to be checked yearly for any violations or suspensions.
Forklift Driver Training - SAF0100, completion required within six (6) months of employment.
Initial Screening Criteria:
1. Graduation from an accredited high school or GED.
2. One (1) year of work experience using Microsoft Office Suite (Outlook, Word and Excel) or something similar.
3. Two (2) years of work experience supervising others in a warehouse type setting or something similar
