Program Specialist II: The Vocational Business Development Coordinator reports directly to the Director of Vocational Services.  Performs moderately complex (journey-level) consultative services and technical assistance work.  Work involves planning, developing, and implementing an agency program and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public.  May train others.  Works under general supervision, with limited latitude for the use of initiative and independent judgment.  Responsibilities include: Develops marketing tools using computer/audio/visual equipment to market our services to businesses;  Seeks out and develops community employment opportunities for individuals served; Procures contract work in order to provide sufficient work to employ all individual workers; Completes and maintains all documents necessary for Department of Labor Sub-Minimum Wage Certification, audits and Central Office; Submits all DOL required documents for certification; Completes all work agreements and invoices; Keeps and accurate inventory record of all contract materials; Performs task analysis of each new contract to assist in the development of training programs; Some flextime, overtime, evening and weekend work may be required.

 

Essential Job Functions (EJFs):

 

Establish and maintain positive, supportive relationships with employees, individuals served, family memebers, and visitors.  Research businesses in surrounding areas and send out marketing letters/materials.  Makes follow-up phone calls and site visits.  Procures new contracts and maintains existing contracts for the vocational program, sufficient to keep all individuals employed.  Makes necessary contacts with business customers to ensure that schedules, quality assurance, inventory, cost, billing, and other related issues do not cause problems with the business relationship.  Completes bid proposals for each new contract.  Completes contracts with companies per facility procedures.  Completes monthly contract procurement report.  Completes contract agreements and sends them to superintendent for approval in a timely manner.  Ensures that companies sign corresponding contracts and submits to accounting in a timely manner.  Maintains a well-organized and immediately retrievable filing system for all contracts and related information.  Monitors payments from companies/businesses.  Performs task analysis of each new contract and send steps of the contract to Vocational Assessors so that an assessment can be generated for the contract.  Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery of Continuity of Operations (COOP) activation.  Such participation may require an alternate shift assignment and/or location.

 

Knowledge, Skills and Abilities (KSAs):

 

Knowledge of local, state and federal laws related to the program area; of public administration and management techniques; of statistical analysis processes; of budget processes; of research techniques; of training and marketing techniques.  Skill in identifying measures or indicators of program performance.  Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to market programs; to prepare reports; to develop, evaluate, and interpret policies and procedures.  Knowledge of applicable rules, regulations, policies, functions, and operations.  Ability to prepare reports and maintain records.  Skills sufficient to apply CPR or First Aid in emergency situations.  Knowledge and ability to perform PMAB techniques.  Knowledge of behavioral training techniques. Ability to communicate with residents, other staff, departments, and officials.  General knowledge of ICF-IID regulations and State Supported Living Center policies and procedures is preferred.  Proven ability to solve problems, make decisions, and use good judgement, following all established policies/procedures and instructions, when dealing with critical situations.  Physical requirements are the same as those for direct contact staff positions.  Proven ability to work cooperatively and effectively with others.  Ability to work in a direct care capacity when necessary to provide services to individuals which includes lifting a minimum of 40 pounds independently.  Ability to use Microsoft Word, Outlook, and Excel effectively.  Ability to consistently interact positively and professionally with clients, subordinates, peers, supervisors, families, business contacts, and the general public.  Ability to develop and maintain an organized filing system.  Proven ability to communicate verbally and in writing in a clear and concise manner.

 

Registrations, Licensure Requirements or Certifications:

 

Valid Texas Driver’s License

 

Initial Screening Criteria:

 

Graduation from an accredited four-year college or university with major course work in a field related to Human Services and/or Marketing is preferred.  Experience and education may be substituted for one another.  Two years of experience in marketing and negotiating/acquiring contracts preferred.

Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours. Must be willing to work weekends and holidays.
