Brief Job Description:
The Director II works under the general direction of the LTCR Deputy Associate Commissioner for Licensing, Policy, and Training with considerable latitude for use of initiative and independent judgment. This position performs complex managerial work leading the day-to-day operations for the Curriculum and Training Section. The position oversees three programs: curriculum development, staff training statewide and across multiple provider and program types, and joint training statewide who offer in-person training to long-term care provider and staff together. Responsibilities include creating and implementing training to implement state and federal laws and regulations and department rules and policy. Responsibilities also include developing and implementing best practices; establishing quality assurance and performance measurement tools; developing and managing administrative and programmatic budgets; and ensuring effective utilization of resources. The Director is responsible for responses to inquiries related to curriculum and training from all external entities, including providers. Coordinates the development, implementation, and assessment of a Learning Management System (LMS). The Director serves as backup to the LTCR Deputy Associate Commissioner of Licensing, Policy, and Training and completes other duties as assigned.
Essential Job Functions (EJFs):
Supervises unit/staff including planning work schedules, monitoring output, and ensuring compliance with policies and procedures within the LTCR program. Plans and directs the curriculum and training program including technical coordination of statewide curriculum and training development and implementation functions. Oversees Learning Management System for development and maintenance. 25%
Provides direction and leadership in CAT managers and staff in developing, implementing, or mentoring program goals/objectives, policies, protocols, or training initiatives. Makes recommendations to LTCR and CAT managers and staff for improvements and change. 15%
Interprets policies, procedures, rules, regulations or standards to others (for example: staff, applicants, clients, providers, vendors, the public, public officials). 10%
Prepares management reports, analyzes information (determines root cause analysis) to keep management informed, and responds to issues with supports and solutions. 10%
Establishes controls and priorities, analyzes complex problems, and resolves or escalates issues/problems. 10%
Selects, manages and develops staff through conferences, mentoring, training and performance appraisal. 10%
Maintains current knowledge in assigned area by reviewing literature, attending meetings, seminars, or communicating with other professionals. 10%

Knowledge, Skills and Abilities (KSAs):
Knowledge of local, state, and federal laws relating to regulation of facilities, agencies, and individuals providing care to people with disabilities and the elderly.
Knowledge of Curriculum, Training, and Learning Management Systems.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major course work in a healthcare or training field is generally preferred. Experience and education may be substituted for one another on a year-by-year basis.
Experience in the management of a business function, division, or department.
Five years of professional or management experience in training and curriculum development.
Experience with using and overseeing learning management systems.
