Brief Job Description:

The Learning Resource Network (LRN) Learning Systems and Design eLearning Developer I performs complex instructional design and eLearning development work. Work involves designing, developing, delivering, and maintaining instructor-led and eLearning curricula and instructional technology, including content creation, video production, simulations, demonstrations, gamification, animation, and other instructor-led and eLearning outputs. The eLearning Developer I works under the direction of the Learning Systems and Design Director and manages all key aspects of the instructional design process from project scope through course deployment, utilizing instructional design software tools. The eLearning Developer I creates engaging, interactive, and innovative instructor-led and eLearning content that appeals to all levels of learning and enhances HHS employees' ability to incorporate key learning concepts into everyday work. This position facilitates the design process and stays abreast of modern adult learning principles, best practices, trends, and techniques. This position closely follows Learning Systems and Design policies and procedures throughout course development and ensures upper-management, stakeholder, and business owner direction is followed for all eLearning courses. The eLearning Developer I will also work closely with other eLearning Developers on the team to meet competing deadlines for priority projects and review, test, and provide feedback for instructor-led and eLearning content developed by other team members. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Designs, develops, and delivers instructor-led, virtual instructor-led, hybrid and eLearning courses, using ADDIE or Dick and Carey's Instructional System Design Model, related to HHS required training, HR policy training, legislatively mandated training, administrative training, HHS system training and audit training; develops customized instructional materials including, instructor guides, participant guides, presentations, videos, job aids and interactive; and coordinates the review process through HHS Human Resources, HHS Civil Rights Office, Associate Commissioner of Strategic Operations, subject matter experts business owners, stakeholder and Learning Systems and Design Director. (40%)

Creates all components of a course from development through deployment including, but not limited to course outlines, high-level design documents, measurable learning objectives, instructional methods, course structures, course content, video scripts, video production, storyboards, assessments, interactivity, SCORM packages, and course themes; applies graphic design techniques to create modern, cohesive and visually appealing instructor-led and eLearning courses; and complies with the HHS Brand Guide for all courses. (20%)

Modifies and enhances existing instructor-led and eLearning courses by conducting ongoing reviews through evaluations, HHS Training email box feedback, business owner feedback, policy changes, legislative mandates and audit findings; follows scheduled maintenance of LRN instructor-led and eLearning courses, such as HR Policy training, HHS required training, legislatively mandated training, administrative training, HHS system training and audit training; maintains detailed revision logs for each eLearning course; and recommends and implements revisions when necessary to improve learning outcomes which helps ensure learner retention. (10%)

Maintains instructor-led and eLearning course project plans to include all instructional design tasks throughout an assigned course project; integrates Chapman Alliance eLearning levels to determine time estimates for each course project and duration of each instructor-led and eLearning course; facilitates Learning Systems and Design train-the-trainer sessions and attends and observes pilot sessions; coordinates deployment and communication plans with LRN Learning System Specialist; and builds learning design experiences based on the required learning outcomes. (10%)

Analyzes training content to ensure 508 Compliance with all state and federal laws as well as ensures accessible and usable content for learners including keyboard instructions for screen readers, appropriate color contrast, correct reading order, alternative text for images, accessible font, closed captioning, and other accessible requirements; and writes all instructor-led and eLearning content in plain language and with readability score on an 8th grade level or below. (10%)

Researches modern instructor-led and eLearning methods and trends; implements interactivity to ensure learner is engaged; collaborates with subject matter experts, business owners and stakeholders by utilizing their knowledge and expertise as a guide to create the instructor-led and eLearning content through consultation, interviews, focus groups, and learning analysis; creates case studies, activities, exercises, simulations and other design approaches that guides the learner through new information using context and background information gathered from subject matter experts, business owners and stakeholders; and guides subject matter experts and stakeholders in understanding the instructional design process to ensure inclusion when applying design methods throughout course development and facilitates the inclusion of applying appropriate learning designs based on adult learning principles, techniques and methods to ensure learner requirements are met and measured appropriately. (10%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

  • Knowledge of instructional design methods such as ADDIE and Dick and Carey’s Instructional System Design and knowledge of Chapman Alliance on eLearning levels
  • Knowledge of modern adult learning principles, current and emerging eLearning trends and creating content on all learning levels
  • Knowledge of instructor-led and eLearning software tools (Articulate, Captivate, Lectora, Adobe Suite, etc.) and Learning Management Systems (Moodle, Blackboard, Cornerstone, etc.)
  • Knowledge of JavaScript and HTML

Skill in:

  • Skill in graphic design techniques and content creation
  • Skill in developing learning design models
  • Skill in gathering content information from subject matter experts, business owners and stakeholders
  • Skill in communicating effectively both orally and in writing
  • Skill in developing microlearning, gamification, animations, simulations, videos, podcasts, audio files, eLearning courses and demonstrations

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

Graduation from an accredited four-year college or university

3 years’ experience in instructional design

3 years’ experience developing accessible eLearning courses

3 years’ experience developing eLearning assets, including but not limited to videos, simulations, interactive activities, and virtual environments

3 years’ experience using eLearning software

Preferred instructional design certificate
