Brief Job Description:
The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) division seeks a Web Experience Specialist (Information Specialist IV) to strengthen how Medicaid and CHIP information is shared with Texans, providers, and partners. This position ensures that MCS web content is accurate, accessible, and user-friendly, supporting the division’s mission to deliver quality, cost-effective services to Texans. The ideal candidate is highly organized, detail-oriented, and passionate about improving digital experiences for a variety of audiences with different information needs.
The Web Experience Specialist is responsible for analyzing, organizing, improving, and maintaining MCS web content to make it easier for our internal and external stakeholders to find and use information. This includes designing and implementing a strategy for restructuring, consolidating, and organizing existing web content—reducing approximately 300 web pages into a streamlined, user-friendly set of resources. The role also serves as a subject matter expert (SME) on web content and user experience for other MCS website development projects.
The ideal candidate has a strong background in content strategy, information architecture, and user experience (UX). This position focuses on content strategy and user experience improvements, while the technical development work is carried out by the agency’s web services team.
Essential Job Functions:
- Conduct a comprehensive review of existing MCS web content to identify redundant, outdated, or unclear material.
- Develop and implement a content consolidation plan that reduces the number of pages and organizes information more logically.
- Create user flows, wireframes, and mockups as needed to support redesign efforts.
- Write and edit concise web content to ensure audience relevancy and follow HHSC style guidelines.
- Use analytics and user feedback to assess content effectiveness and recommend updates.
- Collaborate with program areas and subject matter experts to ensure content accuracy and alignment with MCS and agency goals.
- Maintain MCS web content by regularly reviewing pages to ensure information remains accurate, accessible, and up to date.
- Ensure compliance to any federal or state requirements that impact Medicaid and CHIP website content.
- Serve as an SME for web experience on other MCS web development projects.
- Collaborate regularly with HHS Communications on MCS web content improvement efforts.
Knowledge in:
- UX principles and information architecture best practices.
- Accessibility standards (ADA, WCAG) and plain language, AP style writing guidelines.
- Best practices in content strategy, information architecture, and user experience (UX).
- Public sector digital service guidelines.
Skilled in:
- Reviewing analytics and feedback to guide decisions.
- Strong writing and editing skills attention to clarity, tone, and consistency.
- Managing and prioritizing content updates.
Ability to:
- Align content with organizational and audience needs.
- Communicate technical concepts in plain language.
- Collaborate effectively with developers, program staff, and subject matter experts.
- Manage multiple projects simultaneously and meet deadlines.
- Align web strategy with project goals and business objectives.
- Interpret and implement federal and state content policy requirements for web publishing.
Initial Selection Criteria:
- Bachelor’s degree in communications, information science, digital content strategy, or a related field (equivalent work experience may be considered).
- Minimum of 3 years of experience in web content management, content strategy, or digital communications.
Additional Information:
