Brief Job Description

 

The Program Specialist II (Waiver Coordinator) is selected by and reports to the Manager in the Federal Coordination Rules and Committees (FCRC) Unit, within the Medicaid/CHIP Division. The position performs moderately complex consultative services and technical assistance in support of multiple waiver activities including initial submissions, renewal and amendment applications, and is responsible for managed care contract submissions. The position is responsible for scheduling, tracking, monitoring, and coordinating activities for the Medicaid 1115 waiver to ensure deadlines and requirements are met for submission of waiver-related documents to the federal Centers for Medicare & Medicaid Services (CMS). The position will serve as a key point of contact within the Medicaid-CHIP Division and with other health and human services (HHS) agencies for review and submission of documents to CMS and routing of assignments from CMS. The position may perform first-level reviews of the semiannual 1115 waiver reports, waiver documents and contracts and assist with coordinating reviews within the waiver team and with HHSC legal counsel. The position works under general supervision with limited latitude for the use of initiative and independent judgment.  

 

Essential Job Functions

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 

(30%) Collaborates with Medicaid/CHIP Division staff, HHSC legal and other health and human services agency staff in the development of waiver-related documents and contracts. Creates timelines for development and submission of documents to CMS. Collects and organizes reports and documents required in the development of waiver applications and renewals. Formats, reviews, edits and routes waiver applications, amendments, renewals, reports and assist with contract-related documents. Submits approved documents to CMS. 

(25%) Coordinates resource sharing, question referral, and exchange of information between HHSC and other HHS agency staff. Assists in resolving technical problems. Communicates with staff concerning upcoming deadlines and other pertinent dates. 

(15%) Provides training on the waiver process, answers general inquiries, processes open records requests and resolves complaints. Participates and provides staff support in internal and interagency meetings. 

(10%) Schedules meetings for the waivers and develops agendas. Assists with reminders and collection of reports and waiver deliverables. Acts as the back-up to the Program Specialist II in monitoring the waiver team mailbox and in submitting documents to CMS. 

(15%) Maintains records and information in accordance with division policy. Creates and maintains distribution protocols. Develops recommendations to standardize or improve systems. Participates in the development of policies and procedures and prepares justification for policy changes.

(5%) Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of:

  • Government organization and administration; and
  • The Texas Medicaid program and federal Medicaid waivers. 

Skill in:

  • Planning and organization; and
  • The use of Microsoft Office products and other applicable software.

Ability to:

  • Devise solutions to problems;
  • Develop and evaluate policies and procedures;
  • Perform work with a high degree of attention to detail;
  • Communicate effectively, both orally and in writing; and
  • Work independently and operate effectively within established guidelines and timeframes.

Initial Screening Criteria

Required

  • Graduation from high school or equivalent.  
  • Experience that demonstrates strong organization skills.
  • Expertise with Microsoft Office software such as Word, PowerPoint and Microsoft Teams.

Preferred

  • Experience working in the Texas Medicaid program.
  • Bachelor's degree from an accredited college or university.
  • Experience and education relevant to this position may be substituted for one another on a year for year basis.
