Brief Job Description:
Functions as the Publishing Promotion and Media Services (PPMS) Manager IV performing highly complex (senior-level) managerial work in the Nutrition Services Section. Work involves serving as content expert in the development of program policy, goals and objectives. Supervises staff who develop guidelines and procedures, priorities and standards. Plans, assigns, and directs the activities of staff responsible for the interpretation and dissemination of program policies and procedures to contractors, program staff, community organizations, and the general public. Provides technical and consultative services to contractors and external entities in all areas of program regulation. Works under the direction of a Manager V with limited direction and extensive latitude for initiative and independent judgment.
Essential Job Functions (EFJs):
Manages and develops staff through review of performance data, consultation, training and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, recommending disciplinary action, and scheduling and approving leave. (30%)
Plans, assigns, and directs the activities of staff responsible for the creation of all media and materials, both print and electronic for the WIC Program. Oversees the timely processing of PPMS requests. Responsible for the interpretation and dissemination of program policies and procedures to contractors, program staff, community organizations, and the general public. (30%)
Oversee the development of the Program RFP’s and the contractor RFP process to assure contractors are obtained for all PPMS services. (15%)
Serves as content expert in the development of print materials, media, and all websites and provides guidance on new methods, guidelines, and procedures to staff. Provides technical guidance and staff training on print and electronic production processes. (10%)
Oversee the collection of data for management and productivity reports and studies. Directs the preparation of complex administrative reports, data analyses, data summaries and specialized studies. (10%)
Other duties as assigned include but are not limited to actively participating and or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. May include alternate shift pattern assignments or location. (5%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of:
Policies and regulations governing the WIC Program, specifically in the areas print, video, and website production.
Program planning, administration, implementation and evaluation.
Computer applications that impact print, video and website production.
Skill in:
Written and verbal communication.
Supervision and management.
Ability to:
Direct/manage a customer service function.
Supervise employees, to include performance evaluation, disciplinary actions, coaching and counseling, etc.
Organize work effectively and meet deadlines.
Work productively on a team with a variety of other individuals.
Prepare complex reports and studies and analyze them.
Gather, assemble, correlate, and analyze facts and devise solutions to operations problems.
Manage the creative process.
Develop policies and implement and evaluate them.
Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:
- Experience creating materials and videos that meet adult learning needs.
- At least 2 years recent experience in a management role supervising 5 or more direct reports.
- Experience with contracts, for example writing of Scope of Work and obtaining vendors
- Previous WIC experience, preferred.
- Bachelor’s degree, preferred
- Experience with developing and/or creating publications, preferred
