Brief Job Description:

Under the direction of the HHS Chief Communications Officer, the HHS Video Operations manager produces agencywide and public-facing videos, and oversees the daily work of the Video Operations unit. Ensures adherence to photography and video production standards, develops strategies for achieving goals, and plans, assigns and supervises the day-to-day work of four photography and video-production team members. When required, works a flexible schedule to ensure deadlines are met. 

Essential Job Functions (EJFs):

1. Oversees the creation, distribution and archiving of HHS photography and video productions. Establishes unit priorities, and ensures production parameters, timelines and distribution goals are met. 
2. Hires, supervises and evaluates photography and video-production staff, and ensures staff utilize database and server to track and archive unit assignments. 
3. Writes and edits video scripts, and oversees teleprompter operations. 
4. Oversees the recording of professional multi-camera studio and field HD and 4K video using professional audio and lighting equipment. 
5. Oversees the editing of HD and 4K video. Manages the production of motion graphics, including chroma-key compositing, title screens, lower-third name keys and closing credits – using Adobe Premiere Pro, After Effects and Photoshop. 
6. Oversees studio and control room, develops budget requests, monitors expenditures, and manages the security and inventory of equipment. 
7. Oversees HHS YouTube channels and other HHS video-sharing websites, and manages the unit’s Mac server.
8. Reviews third-party videos, evaluates communication trends, and ensures the integration of new technologies.

Initial Screening Criteria:

1. An undergraduate degree or equivalent experience in communication, video production or related discipline. 
2. Minimum seven years of experience overseeing the creation, distribution and archiving of video productions.
3. Minimum three years of experience hiring, coaching and directly supervising video-production personnel. Experience establishing unit priorities, and ensuring production parameters, timelines and distribution goals are met. 
4. Minimum three years of experience writing and editing video scripts, and overseeing teleprompter operations. 
5. Minimum five years of experience recording or overseeing the recording of studio and field HD and 4K video using professional audio and lighting equipment. 
6. Minimum five years of experience editing or overseeing the editing of HD and 4K video, and five years of experience producing or overseeing the production of motion graphics, including chroma-key compositing, title screens, lower-third name keys and closing credits – using Adobe Premiere Pro, After Effects and Photoshop. 
7. Experience utilizing studio/control room, developing budget requests, monitoring expenditures, and managing the security and inventory of equipment. 
8. Experience overseeing a professional YouTube channel or other video-sharing websites, and experience managing a server that warehouses media files.
9. Experience evaluating communication trends and integrating new technologies.
