Brief Job Description:

This position is for a Program Specialist V with the Health and Human Services Commission, Substance InterventionTreatment Programs (SITP) within Substance Use Programs. The selected individual will work independently under the general direction of the Associate Director of Substance Use Treatment Services.

This position will maintain the unit activities to ensure oversight is performed timely. Review and report on units expenditures, program delivery, and status on goals and objectives.

Oversee the work of contracted entities, and work with internal and external stakeholders on projects, legislative initiatives, state and federal codes, policies, and procedures involving issues with substance use disorders. 
Work with vendor(s) to ensure conference(s) maintain specified criteria on subjects deemed important or concerning. Ensure all subjects and language are approved through units/departments determined to have approval authority. Keep stakeholders involved and productive during development phase of conference(s).  

Provide support to program subject matter experts to coordinate, resolve, or complete program issues and requests for proposals. 
Coordinate activities with the Contract Management Section and Procurement Contracting Services, Mental Health programs, State Medical Director, and other state offices.
Work on projects related to substance use disorder as assigned. 
This position works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Serve as a subject matter expert for the assigned substance use treatment program(s). Oversee the unit email box to distribute emails to appropriate SMEs and ensure timely response. Lead or participate in meetings, projects, and workgroups concerning the assigned substance use program(s), Work with stakeholders to understand current or potential issues and develop presentations or language to provide education or direction, Participate in developing and updating policy and procedure manuals, evaluation of service delivery and techniques for monitoring, and reporting on provider performance, Develop and update/revise fidelity tools, financial/contract documents, policy and rule interpretation, contract scopes of work, and program guidance documents, Participate in quality management or fiscal meetings and ensure information is communicated to providers for improvement, Works closely with Contract Management Area (CMA) and other internal partners to execute contracts,  Provides guidance to staff in the development and integration of new contracting language and methods as the programs are implemented. (75%)

Performs other duties as assigned, which may include participating with mental health, behavioral health, or other units and departments. (25%)

Knowledge, Skills and Abilities (KSAs):

Knowledge of substance use disorder programs and essential public health services.
Knowledge of evidence-based and associated fidelity tools for substance use disorder 
Knowledge of public administration and management techniques. 
Knowledge of contracts, policies, and procedures.
Knowledge of state and federal laws, regulations, policies, procedures, and/or processes relating to contract administration and federal grants. 
Knowledge of data analysis, program planning, and implementation.
Skill in developing measures or indicators of program performance, problem-solving techniques, and procedures to monitor and evaluate progress. 
Skill in contract/program development and monitoring.
Skill in facilitating meetings
Skill in communicating in difficult situations
Skill in using personal computer application software such as Microsoft Office applications (especially Word and Excel) or similar programs. 
Skill in written and oral communication, including the ability to make public presentations and write technical information in an understandable format. 
Ability to devise well-thought solutions to problems. 
Ability to interpret legal documents such as contracts. 
Ability to develop, research, interpret, and evaluate policies and procedures. 
Ability to research, assemble, correlate, and analyze facts and data. 

Registrations, Licensure Requirements or Certifications:

Preferred Licensure: LCDC, LPC, LMSW, LCSW, or CARN

Initial Screening Criteria:
Required: Minimum of a bachelor’s degree from an accredited college or university with a major in a behavioral health related field or four years of work experience in behavioral health services.
