Under the supervision of the Director of Enforcement Coordination, the Training and Development Specialist V delivers online and in-person classroom trainings focused on enforcement of Regulatory Services Division (RSD) rules and regulations. They serve as a liaison between Enforcement and RSD compliance areas, striving to ensure trainings follow the most recent policy, complement each other, and flow seamlessly. As they strive towards continuous improvement, the Training and Development Specialist V analyzes training needs, develops trainings, coordinates and conducts training sessions using virtual and in-person methods, evaluates those trainings, and repeats as needed. They prepare and deliver educational training materials primarily for Regulatory Enforcement staff but may also prepare and provide them to other major programs within RSD. They are involved in additional special projects, initiatives, and other duties as assigned.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

EJF 1: Conducts training in a classroom, distance learning, or e-learning environment using effective classroom management techniques. Facilitates workshops and meetings. Serves as a training subject matter expert. (25%)

EFJ 2: Uses critical thinking skills to plans, develop, review, revise, and implement training programs, policies, and procedures; and promote the use of training services. Makes recommendations regarding curricula revisions, activities, and delivery modes. (15%)

EJF 3: Promotes a culture of customer service by serving as a professional resource for employees and managers regarding training programs and initiatives and promoting the use of training services. Is welcoming of feedback from management, leadership, and target audiences. Consults with state office managers regarding training needs and/or recommendations. (15%)

EJF 4: Designs and reviews course evaluations and instructor evaluations for enhancement to training programs. (10%)

EJF 5: Participates in the planning and developing of specialized training, staff development, continuing education programs, and customized and technology-based training. (10%)

EJF 6: Stays abreast of current agency practices, assesses and analyzes immediate and emerging training and technological needs of Regulatory Enforcement staff, and provides technical expertise and consultation as needed, including identifying short-term and long-range training goals. (10%)

EJF 7: Performs training needs assessments to determine training interventions and course development. (5%)

Initial Selection Criteria:
Graduation from an accredited four-year college or university.

One year of experience in HHSC Regulatory or Provider Investigations work.

Experience training staff online.

Experience working with a case management tracking system, such as but not limited to TULIP, Versa, CLASS, iQIES, or ASPEN.

Preferred Selection Criteria:

Experience writing training materials or curriculum.

Experience in training staff in person.

Experience using Blackboard Learn or a Learning Management System (LMS) to prepare and deliver trainings.

Experience using Microsoft Lists.

Experience in customer service.
