Brief Job Description:
Under the direction of the Director of Training and Quality Assurance in Health Care Regulation (HCR), and with considerable latitude for the use of initiative and independent judgment, the Manager V performs advanced (senior-level) managerial work overseeing the daily operations and activities of the HCR Training and Development Unit (TDU), HCR employee training programs, and HCR Blackboard Learning Management System (LMS).
The Manager V leads a growing and innovative team of trainers, curriculum developers, technical developers, and nurse subject matter experts. Oversees the design, development, management, and implementation of training programs and initiatives that enhance the skills and knowledge of new and existing clinical (registered nurses) and non-clinical employees who conduct state and federal surveys, inspections, investigations, and other activities in acute-care programs, including hospitals, hospital at home, limited services rural hospitals, psychiatric hospitals, ambulatory surgical centers, birthing centers, end stage renal disease facilities, freestanding emergency medical care facilities, crisis stabilization units, narcotic treatment clinics, special care facilities, certificate of public advantage, and chemical dependency treatment facilities; and of professional licensees including licensed chemical dependency counselors and licensed sexual offender treatment providers. In addition, oversees the new HCR Blackboard LMS technical design, development, management, and deployment.
The Manager V establishes the unit’s strategic plan, goals, and objectives in alignment with organizational priorities; formulates comprehensive program and unit guidelines, policies, and procedures; and implements tools to monitor and measure training effectiveness.
The Manager V work involves devising and executing comprehensive professional development and skill enhancement programs and workshops tailored to the needs of HCR’s diverse staff; supervising and approving the work of team members, ensuring meticulous review of curriculum, courses, assessments, tracking tools, and resources; ensuring the quality and effectiveness of course design and training delivery; tracking, monitoring, and reporting on metrics, projects, assignments, and training effectiveness; developing and enhancing the training units’ skills, abilities, and knowledge; providing statewide technical assistance; identifying and assessing training gaps and effective learning strategies; identifying and streamlining federal, state, and program standards and training requirements; instructing and supporting employees in developing effective curriculum and courses within the Blackboard LMS and utilizing applications such as Soft Chalk; creating personalized development meetings and plans to address unique needs; collaborating and coordinating with leadership, licensing, policies and rules, enforcement, compliance, and external partners; participating and providing input in the policy and rule-making process; participating in workgroups to address statewide initiatives and improvement activities; responding to legislative and media inquiries; and other responsibilities as assigned.
The Manager V plays a crucial role in statewide collaboration, designing, implementing, and evaluating training initiatives to enhance the skills and knowledge of HCR’s diverse workforce.

EJ1 Strategic Leadership and Team Management
Leads the Training and Development Unit by setting and meeting strategic goals, fostering professional growth, and driving high team performance. Implements processes and structures that promote efficiency, consistency, accountability, and quality. Equips the team with the skills, tools, and direction needed to achieve training goals and sustain long-term program success (25%).
EJ2 Training Program Management and Development
Oversees the design, coordination, and rollout of training programs from initiation through delivery. Develops project timelines, allocates resources, and ensures training materials are accurate, accessible, and aligned with program objectives. Manages statewide deployment to diverse audiences, monitors implementation progress, and resolves issues to ensure timely, consistent, and effective training delivery across all regions and provider types (25%)
EJ3 Regulatory Alignment and Compliance
Ensures all training complies with applicable federal, state, and program standards, statutes, rules, and policies. Monitors and interprets new and updated requirements to ensure the training team remains informed and incorporates changes into program content and delivery (15%).
EJ4 Collaboration and Coordination
Collaborates with internal and external stakeholders, including leadership, licensing, policies and rules, enforcement, compliance, and external partners to ensure training content meets program needs, supports compliance, and addresses workforce diversity across provider types and regions.
Participates in rule and policy development, providing valuable input based on learner needs and identified gaps. Participates in workgroups addressing statewide initiatives and improvement activities. Provides technical assistance to leadership (15%).
EJ5 Blackboard Learning Management System Oversight
Oversees the technical design, deployment, and maintenance of the Blackboard Learning Management System (LMS). Supports staff in developing and delivering content through the platform and ensures learners receive excellent customer service and a positive learning experience (10%).
EJ6 Continuous Improvement and Innovation
Identifies opportunities to enhance training methods, content, and delivery to improve program effectiveness and learner engagement. Proactively researches and adopts new tools, technologies, and processes to increase efficiency and quality. Presents ideas and recommendations to improve the program and team performance, including exploring new learning approaches, streamlining workflows, and incorporating best practices (10%).

Initial Screening Criteria:
- Bachelor's degree from an accredited four-year college or university is required. Major coursework in a field relevant to the assignment is preferred.
- Experience managing or working in a regulatory, investigations, or protective services program is required.
- At least two years of experience managing direct reports is required.
- Experience designing, developing, and implementing training programs or formal educational content is required.
- Experience researching, interpreting, and applying statutes, rules, regulations, policies, and procedures is required.
- Experience managing developers, trainers, or staff who develop formal statewide educational content is preferred.
- Experience in learning management systems (such as Blackboard) and other training technologies is preferred.
Additional Information:
- The Training and Development Unit is located statewide. Travel will be required for staff meetings, team activities, and training assignments.
- This position may be located anywhere statewide with access to a regional office that is less than 50 miles from the home address. The regional office is used for in-office days, meetings, and resources.
- This position is eligible for telework.
- This position may require occasional weekend work to accommodate out-of-town classroom trainings that begin on Monday, including travel on Sundays.
