Brief Job Description:

Under the supervision of the Communications and Planning Director, the Training Program Specialist performs moderately complex (journey-level) consultative services and technical assistance work, to support the Utilization Review Communications and Planning team in the development of training to ensure employees are effectively trained. The Training Program Specialist will develop training content, participate in the planning and development of specialized training and staff development, promote the use of training services, serve as a liaison between the Communications and Planning team and other units/departments, may occasionally assist in the delivery of training a classroom, distance learning or e-learning environment, and demonstrates professional manners and communication skills as well as excellent interpersonal skills. Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs):

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Uses critical thinking skills to plan, develop, review, revise and implement training programs, standard operating procedures, policies and procedures. Training programs may include topics such as supervisory/management training, work skills training, team building, communications, Texas Medicaid, especially Medicaid managed care; the UR program; unit-specific policies, procedures, and tools; and multiple software applications. Develops self-directed training based on content/literature provided by subject matter experts. Researches statutes and other governing policies to ensure training content is accurate and current. Organizes and prepares training materials. Consults with program staff to ensure training program meets the needs of clinical and non-clinical staff and addresses common quality assurance findings. Promotes a culture of customer service by serving as a professional resource for employees and managers regarding training programs and initiatives and promoting the use of training services. Develops and coordinates routine updates to training based on changes to procedures, and state and federal laws and regulations. Develops and conducts targeted training for all or subsets of staff. Uses Microsoft PowerPoint, Adobe and other software to develop training used by staff to complete job duties and aid in professional growth. 30%

Uses business writing skills to assist with distribution of written communications to staff via e-mail, department newsletter, and various other channels of communication. Prepares articles for the monthly newsletter. Assists in the development of training reports. Develops process documents (standard operating procedures, policies and procedures, job aides, etc). Assists with the maintenance and development of the unit’s SharePoint page. 30%

Assists in the facilitation of training and provides support to staff in the delivery of training; work includes attending training sessions and acting as a facilitator to help lead training specialist answer any questions and/or deal with any issues that may arise during training. Assists in scheduling and enrollment for training courses. Assists with organizing a training schedule by reviewing previously offered training and working with lead training specialist to develop a plan for future trainings. Assists with developing communication regarding training opportunities by using business writing skills to draft and send e-mail communication to departmental staff. 30%

Performs other duties as assigned to ensure completion of departmental operations. 10%

Knowledge, Skills and Abilities (KSAs):

Knowledge of training and development procedures and techniques; principles of adult learning; learning management and learning authoring systems; group processes, group dynamics and interpersonal relations; maintenance and use of SharePoint and Smartsheet; and Medicaid and managed care regulations and procedures.

Skill in developing, maintaining and delivering training in a variety of modalities; organizing work; written and verbal communication; consulting, teaching, and providing clear and concise directions and reports; using Microsoft Teams, Microsoft Forms, and SharePoint; business writing and developing internal communications; establishing and maintaining effective working relationships; using interpersonal and communication skills (both oral and written) with people with diverse backgrounds at all levels of the organization.

Ability to assist in evaluating, developing, revising, and facilitating training programs; evaluate the effectiveness of training programs and revise training based on evaluation; communicate effectively; gather, assemble, correlate, and analyze facts and devise solutions to problems; work collaboratively with all levels of staff and individuals with varying professional credentials; present complex information in a clear manner, utilizing knowledge of principles of adult learning; use a computer and Windows based programs such as Word, PowerPoint, Outlook, etc.; operate basic office equipment and audio/visual equipment; work both within a team environment and independently; and demonstrate good judgement and serve as a model for others in demonstrating the mission and values of HHSC.

N/A

Initial Screening Criteria:

Graduation from an accredited four-year college or university preferred. At least two years of experience in a training environment. Experience developing training using adult learning principles. Experience with the Texas Medicaid program, especially Medicaid managed care, preferred. Experience with SharePoint and Smartsheet, preferred. Experience with learning management and authoring systems. Experience and education may be substituted for one another.

Additional Information:

This position is eligible for telework but does require in-person presence at the Austin office on a weekly basis.
