Job Description:
The Pharmacist III is a key role within the Texas Cares Rx program, with a primary focus on providing expert pharmaceutical consultative services to the team, and participating in community outreach, education, and operational support. Reporting to the Texas Cares Rx Program Manager, this position is responsible for conducting in-depth research, offering high-level consultation, and leading special projects aimed at optimizing the program's pharmaceutical policies and operations. The role will engage with healthcare providers, community organizations, and public health entities to promote the Texas Cares Rx program’s initiatives, ensuring that underserved populations have access to essential pharmaceutical services and resources. The Pharmacist III also leads the development of educational materials and public health campaigns that promote safe and effective drug utilization.
Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Applicants should ensure that their resumes clearly demonstrate relevant experience and skill sets for consideration.
Essential Job Functions:
Assists in organizing and conducting outreach initiatives aimed at increasing public awareness of the Texas Cares Rx program. This includes working closely with local healthcare providers, community organizations, and public health agencies to educate them on available program services, cost-effective therapies, and public health interventions. Actively participates in community health events, providing direct education and support to Texans and facilitating their connection to program resources. (EFJ #1 - 25%)
Leads in developing educational materials and campaigns. This involves creating resources such as brochures, presentations, and online content on behalf of the program. Delivers these materials through workshops, webinars, and public health forums, ensuring that healthcare professionals and the general public are well-informed about critical pharmaceutical practices and issues. (EFJ #2 - 25%)
Supports the daily operations of the Texas Cares Rx program by ensuring that policies and procedures are followed and by assisting in the implementation of new initiatives. Collaborates with the internal team and external partners, including the Texas Vendor Drug Program and other state health services, to ensure that program goals are met and service delivery is optimized. (EFJ #3 - 20%)
Serves as the principal consultant for complex pharmaceutical policy issues, providing expertise to senior leadership, program staff, and external stakeholders. They lead and participate in the development, implementation, and refinement of pharmaceutical policies for the program. They oversee or conduct research and analyses of pharmaceutical policy issues and problems. This research directly informs the development of best practices and policy decisions that enhance the efficiency and effectiveness of the Texas Cares Rx program and other programs within SH. May also assist in the preparation of management reports and contribute to program monitoring and evaluation efforts. (EFJ #4 - 15%)
Provides continuous consultation to other Specialty Health programs, such as the Children with Special Health Care Needs (CSHCN) Services Program, Hemophilia Assistance Program (HAP), and Kidney Health Care Program (KHC), contributing to the development and refinement of their policies and practices. (EFJ #5 - 10%)

Registrations, Licensure Requirements or Certifications:
Pharmacy license must be in good standing with the Texas State Board of Pharmacy or must obtain within 6 months of hire.
Knowledge, Skills and Abilities:
Knowledge of pharmacology principles; principles and techniques used in institutional pharmacy practice; federal and state laws pertaining to the practice of pharmacy; HHS programs, policies, and procedures; principles and practice of public health, health care, and/or social services; and concepts of community engagement, including planning, development, implementation, and evaluations of programs or interventions.
Skill in communicating effectively orally and in writing; community relations; coordinating and collaborating across state agencies and divisions; critical thinking, attention to detail, and prioritizing work effectively; and working proactively to develop creative and workable solutions to complex problems.
Ability to explain complex concepts to non-pharmacy team and stakeholders; work effectively individually and as part of a team; maintain effective working relationships with a range of internal and external contacts; interpret and apply agency policies and procedures to internal business processes; prioritize time and manage multiple project deadlines; and maintain effective working relationships.
Initial Screening Criteria:
Graduation from an accredited School of Pharmacy of an accredited College or University.
Two (2) years of experience evaluating and understanding policy and procedure development required.
Two (2) years experience in public engagement and community outreach, required.
Two (2) years of experience delivering training, education, technical assistance to public health stakeholders or members of the public, required.
At least one (1) year experience in Texas Health and Human Services operations preferred.
