Brief Job Description:

The ideal candidate has a strong background in large-scale IT operations and development environments, understands regulatory and compliance requirements related to custodian artifacts, and demonstrates hands-on experience with cybersecurity tools and methodologies. Daily responsibilities involve collaborating with infrastructure, database, development, and system administration teams to integrate security into every stage of operations.

 

This role incorporates elements of infrastructure, applications, Development Security and Operations (DevSecOps) and cybersecurity best practices.

As the primary expert, this position constructs the solution scope, risk profile, and implementation strategy for TIERS application, infrastructure, and security layers. The role also applies threat intelligence and vulnerability management to proactively identify and mitigate risks across TIERS environments.

 

The Systems Analyst VI maintains and utilizes detailed industry and internal services knowledge in the construction of industry-leading service solutions, including expert-level knowledge of processes, technologies, and organizational requirements. The position designs solutions that encompass process, technology, and resource planning for the execution of secure and sustainable services or infrastructure.

 

This role provides configuration information to the TIERS Applications teams and coordinates end-to-end configuration management, covering both on-premises and public cloud infrastructures. It ensures compliance documentation and custodian artifacts are maintained to support state and federal audit readiness.

 

The position also follows all organizational Standard Operating Procedures related to cost modeling, approvals, reviews, and all other associated workflows and deliverables.

Essential Job Functions (EJFs):

Risk Assessments, Audits, and Compliance (25%)

Conduct security risk assessments, prepare audit documentation, and maintain governance artifacts to ensure TIERS systems remain compliant with federal and state regulations.

 

DevSecOps and Infrastructure Support (20%)

Partner with IT operations, development, and infrastructure teams to enforce IT architectural, operational, and security policies. Provide support for securing databases, applications, and systems.

 

Threat Intelligence and Vulnerability Management (20%)

Apply threat intelligence to proactively detect, analyze, and remediate vulnerabilities across TIERS systems and infrastructure.

 

Policy and Standards Development (15%)

Develop and enforce IT security and architectural policies, standards, and procedures aligned with industry frameworks and organizational requirements.

 

Security Governance, Documentation, and Configuration Management (10%)

Maintain system architecture documentation and configuration management records while ensuring alignment with TIERS security governance requirements.

 

Incident Response and Forensic Support (10%)

Participate in incident response activities, provide forensic analysis, and recommend remediation actions in coordination with TIERS Operations, Applications, and Security teams.

Knowledge, Skills and Abilities (KSAs):

Hands-on experience with applications, monitoring, and security tools such as Dynatrace, Splunk, Imperva Web Application Firewall, Archer GRC, Qualys, and Microsoft Office tools.

 

Proven ability to develop and implement IT security policies, MARS-E standards, and procedures while ensuring compliance with regulatory frameworks.

 

Strong background in performing risk assessments, supporting audits, and preparing security governance documentation, including custodian artifacts.

 

Advanced understanding of infrastructure systems, databases, firewalls, and application architecture across on-premises and cloud environments.

 

Familiarity with ITIL processes using ServiceNow or Remedy, and with SOA systems administration.

 

Knowledge of DevSecOps practices with the ability to integrate security into CI/CD pipelines and infrastructure operations.

 

Working knowledge of the Software Development Life Cycle (SDLC) to align infrastructure and security architecture with application needs.

 

Experience leading system re-architecture activities and maintaining accurate system configuration and architecture documentation.

 

Knowledge of Zero Trust principles and the NIST Cybersecurity Framework.

 

Strong analytical and problem-solving skills, with the ability to evaluate alternatives and implement effective solutions.

 

Skilled in preparing concise reports, delivering effective presentations, and advising leadership on technical and security-related matters.

 

Ability to mentor technical teams, build collaborative relationships, and provide consultation on complex projects.

Registrations, Licensure Requirements or Certifications:

ITIL Foundation Certification, preferred.

Initial Screening Criteria:

Hands-on experience with Dynatrace, Splunk, Imperva Web Application Firewall, Qualys, Archer GRC, and Microsoft Office tools. (Preferred)

 

Experience with security risk assessments, compliance audits, and regulatory reporting, including preparation of governance documentation and custodian artifacts. (Required)
