Brief Job Description:

 

Under the limited direction of the manager of the HHSC IT Regulatory Services branch with extensive latitude for the use of initiative and independent judgment, serves as a technical team lead performing analysis and design involving business rules for technical translations, project estimates, application development and project alternatives identification/implementation. Responsible for providing technical/computer related expertise of HHSC applications to maintain existing systems, develop new systems or enhancements of existing systems, coordinate vendor work effort to ensure timely development and development of application enhancements and consult on computer related purchases and long-range computer related plans with junior technical SMEs. Works closely with other technical leads and other Information Technology partners to determine technology recommendations that deliver the best product for our customers. Plans, assigns and monitors technical work assignments of junior analysts and programmers. Performs advanced analysis and design duties and performs complex computer programming. Provides technical assistance to programming staff. May plan and assign the work of other technical staff. Trains and mentor’s junior SMEs as needed. Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.  

 

Essential Job Functions (EJFs):

 

(50%) Serves as technical team lead. Oversees the technical aspects of vendor work products, mission critical applications; and collaborates with the Branch and Group Managers to perform extensive analysis, design and technical planning. Develops level-of-effort estimates, preliminary analysis/design and testing strategies, alternative technology solutions, and resource requirements. Facilitates the development, walkthroughs and reviews of technical deliverables, and monitors technical assignments to ensure timely delivery within budget. Writes highly complex computer programs/scripts using appropriate technology using best technical practices and standards. Prepares highly complex technical specifications used by the technical staff to develop solutions.

 

Coordinates with other IT areas in the implementation of technical solutions. Reports status/risks to the Laboratory Infectious Disease (LIDS) Branch Manager. Plan, assign, and/or monitor the work of junior SMEs. Serves as a technical resource for advanced and difficult questions and problems. Educates and mentors junior technical SMEs on analysis, design and programming concepts and techniques.

 

(15%) Manage the software development life cycle for smaller projects by complying with the DSHS Systems Development Life Cycle (SDLC), IT Supply Process, Project Governance process, and the DIR Texas Project Delivery Framework.

 

(15%) Oversees and monitors the maintenance of existing systems; monitors the resolution of software product problems; and ensures the system documentation is complete and up to date.

 

(10%) Interface and consult with technical staff to provide automated solutions by reviewing alternatives which may include software/hardware procurements. Assists in the development of the procurement specifications/justifications and the evaluation for software/hardware. Prepares and makes presentations as needed.

 

(5%) Pursues/participates in continuing education opportunities to enhance both technical and interpersonal skills.

 

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

 

Knowledge, Skills and Abilities (KSAs):

    • Current knowledge of the information and communications systems industry, including technologies, products, trends, standards, best practices and related governance issues especially for software development/engineering.
    • Knowledge of systems analysis and design skills using industry tools such as use cases, entity relationship diagrams, and Object-Oriented analysis and design processes.
    • Knowledge of the limitations and capabilities of automation systems and the techniques used in their design.

Registrations, Licensure Requirements or Certifications:

ITIL 4 Foundation or above Certification.

 

 

Initial Screening Criteria:

Applicants must have 5 years’ application development experience.

Graduation from a college or university with major course work in computer science or a related field is generally preferred. Related work experience may substitute for the required education on a year for year basis.

 

Hands on experience with Problem Management practices preferred

Hands on experience with Root cause analysis (RCA) techniques like Fishbone analysis preferred

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.

• This is a hybrid position based in Austin with at least 3 - 5 days in the office required. Selected candidate must be willing to commute to the office on the required days.
