Systems Analyst V - In accordance with HHS Guiding Principles and universal expectations of personal responsibility, under the direction of the IT Customer Support State Health - Austin Metro Manager, performs advanced professional and complex technical work managing the development, implementation, and maintenance of a Local Area Network (LAN) and/or Wide Area Network (WAN). May supervise staff or provide input to the performance of IT personnel. Work involves computer installation, testing, maintenance, monitoring and enhancement; training of operation staff; and the operation of a Helpdesk. Work is performed under general direction with extensive latitude for the use of initiative and independent judgment
Essential Job Functions (EJFs):
(45%) Plans, executes and tracks IT project activities including asset management. Point of contact for all IT related activities including asset management. Monitors tickets to avoid SLA bridge. Provides Supervisior duties and oversees the work of others. Develops, prepares and submits reports, statistics and other correspondence to manager, peers, and customers as requested. Effectively manages IT staff resources by assigning specific tasks, backup support, site support assignments, creating schedules and IT project assignments.Train and supervise operations staff in the installation and maintenance of hardware and software. Train operations staff on policies and procedures for use. Develops and maintains staff routines and schedules to facilitate operation team activities. Responsible for the management of multiple file servers. Assists projects and/or sets projects priorities for immediate operations staff in accordance with management’s current objectives. Perform Supervisior duties for assigned team. Supervisior involvement includes, but is not limited to, participation in job classification, interview and selection, task assignment and monitoring, problem solving, coordination of team leave schedules, and managing projects. Includes completing performance evaluations, encouraging and recommending appropriate training / development opportunities, making recommendations regarding disciplinary or reward actions, and providing accurate and timely feedback to employees.
(25%) Responsible for maintenance of the operating system and security software utilized on the network, including the addition of new users to the network and establishment of rights and privileges. Responsible for the maintenance of the local area network or wide area network, cable and hub/switch installations, inventories.. Liaison with facilities, and IT management to coordinate outages and upgrades. Liaison with HQ staff to coordinate outages and upgrades.
(25%) Customer Support:
Provides customer support and training in the use of available, hardware, software, and utilities. Serves as contact for remote network locations to obtain clarification on procedure and problems resolutions. Educates customers on new or less frequently used features of existing products.
(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Initial Screening Criteria:
Experience in supporting Microsoft Windows desktop Operating System in a local or wide area network environment.
Experience working in a trouble ticket resolution environment, such as Remedy.
Experience in Active Directory.
Experience leading a team.
