Job Description:

Works under the general supervision of the IDD & BHS Software Maintenance and Support Manager.  The Software Systems Administrator V performs advanced systems administrative analysis work directly with computer hardware and software, including installation, maintenance, and data recovery. The Software System Administrative will resolve problems with application supporting the HHSC Division for Behavior Health Services, evaluate and optimize a system for effective performance, add users to application, and provide routine automation.

This position is classified as a fulltime position (40 hours a week). Work outside of regular hours may be required. Travel to other work location may be required. Performs other duties as assigned.  

 

Essential Job Functions:

Oversees and provides guidance in troubleshooting and solving complex problems related to system software and hardware incident and problem calls, and in the processing of service requests and tasks.

 

EJF #1 Coordinates and maintains the functionality of the systems environment and the implementation of technology solutions.  Coordinates and/or develops operating procedures for technical support, troubleshooting, maintenance, and innovative systems administration techniques. (30%)

 

EJF #2 Defines and manages the roles and access privileges of individual users and devices to a variety of applications to prevent unauthorized access. Recommends to management systems technology solutions and enterprise-related hardware and software standards. (5%)

 

EJF #3 Analyzes, troubleshoots, and resolves system hardware, software, and data exchange issues; and provides status reports to management.  Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc. Uses current software development methods/techniques and established development standards (which include testing standards) to ensure the quality and maintainability of applications. (25%)

 

EJF #4 Provides status reports on activities and resolution of issues impacting a software information system.  Notify immediate manager and technical lead of critical issues impacting the system’s ability to deliver services as designed.  Attends regular status meetings to update team members such as developers, business analysts, database administrators and project managers on progress of assigned work.  Regularly updates assignments through the use of a ticketing system allowing for the sharing of information with project team members. Provides information to non-technical and technical staff via email, telephone and formal presentations covering such topics as system functionality, data collection processes and other technical issues as needed.  (25%)

 

EJF #5 Facilitate information sharing to ensure knowledge transfer and the elimination of single points of failure for an information system.  This will be done through one-on-one discussions, group sessions to review system documentation and preparation of written documentation illustrating system architecture, workflows, and dependencies for project deliverables.  Update immediate supervisor, other management team members and system stakeholders as needed regarding recommendations.  (10%)

 

EJF #6 Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

Knowledge Skills Abilities:

Knowledge of software development lifecycle phases.

Knowledge of various requirements gathering techniques.

Knowledge of configuration management concepts and tools.

Knowledge of best practices governing architecture, infrastructure and security for information systems that collect PII, PHI and HIPAA data.

Knowledge of full systems development life cycle and methodologies.

Skills in supporting C#, ASP.net, Angular applications for health care

Skill in software integration tools such as Integration Manager, Biz Talk, etc.

Skill in databases such as Oracle and/or SQL Server

Skill in data exchange techniques such as Informatica ETL and batch processing

Skill in building and supporting mission critical applications, running in a highly distributed manner.

Skill in analytical thinking and problem-solving.

Ability to work with multi-tier system development.

Ability to communicate well both verbally and in writing.

Ability to facilitate meetings with multiple customers and technical staff, including building consensus and mediating compromises when necessary.

Ability to provide excellent customer service.

Ability to plan and break down a task into sub-tasks and estimate the effort to perform the work.

   

 

Initial Screening Criteria:

Graduation from a college or university with a major in Software Engineering, Computer Science, or related field preferred. May substitute direct work experience on a year-for-year basis. Minimum of ten (10) years’ experience as an Information Systems Administrator or similar job function with at least five (5) of the ten (10) years supporting a web-based application or related experience.
