Brief Description
The Texas Health and Human Services Commission (HHSC) seeks a highly qualified candidate to fill the Strategy Director position within the Family Health Services (FHS) division.

The Strategy Director will join the FHS Strategy team dedicated to supporting an efficient, effective system of family supports by promoting systems-thinking, cross-program collaboration, and continuous process improvement.
Under the supervision of the Family Health Strategy Associate Commissioner, the FHS Strategy Director supports the FHS division with strategic planning, coordination of services, communications, researching, analyzing, and evaluating data and policy issues impacting FHS. Additionally, this position will oversee the women’s health and maternal and child health coordination teams.
The FHS Strategy Director provides advice to the FHS Strategy Associate Commissioner, FHS Deputy Executive Commissioner, and FHS programs on programmatic issues, and will lead the implementation and management of complex initiatives for FHS, including the FHS strategic plan and exceptional item development. Works closely with FHS and HHS staff and external partners to drive improvements in services, develop solutions, and provide recommendations for executive leadership consideration.
Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. Will plan, prioritize, and direct the work of others.
The ideal candidate shares the goals of FHS to have an integrated system of supports for Texas families, thrives in collaboration, and someone who can provide timely, accurate, and informed advice. Ideally, the candidate will have a strong understanding of HHS programs, experience analyzing policy and advising senior leadership on policy and programmatic matters, and the ability to work across different programs to advance the agency’s mission to improve the lives of the people we serve.
Essential Job Functions
Develops project planning and coordination activities for complex program initiatives, including the development of the FHS strategic plan and exceptional items. Leads the implementation and provides ongoing management for other FHS initiatives at the direction of the FHS Strategy Associate Commissioner.
Oversee staff who work on women's health, maternal health, and child health coordination, providing clear direction and facilitating collaboration.
Facilitates cross-program collaboration on FHS initiatives, encouraging greater divisional cohesion.
Provides guidance, direction, and technical assistance to FHS staff on policy, stakeholder, communication, and programmatic matters. Provides consultation for a variety of strategic initiatives including goal development and strategic plan development. Plans, prioritizes, and performs complex policy research, analysis, and evaluation of FHS programs, policy, and operations.
Prepares high-quality documents for senior and executive management review and decision-making. Reviews internal and external communications and presentations, as needed. Works with stakeholders to provide information and request input. May represent the division as a subject matter expert at business meetings and council and committee meetings.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Initial Criteria
Graduation from an accredited four-year college or university with a bachelor's degree, preferably in social services, public administration, public policy, public health, or a related field. Experience researching, interpreting, and analyzing complex federal and state policies and legislation. Experience synthesizing complex and technical information into concise materials appropriate for an internal or external audience. Experience working collaboratively to resolve problems. Experience working in an HHS program preferred. Must have at least 5 years of relevant work experience.
