The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Strategic Initiatives Specialist position within the Office of Disability Services Coordination (ODSC). ODSC’s mission is to identify and implement long-term, system-wide improvements to the delivery of health and human services for people with disabilities through strategic coordination and collaboration.
The Strategic Initiatives Specialist performs a variety of technical, training, research, planning, policy, and program assessment. This role:
- Collects, organizes, analyzes, and/or prepares materials relating to ODSC assignments and agency initiatives impacting people with disabilities.
- Consults with public and private agencies involved in the programs to resolve problems, identify training needs, and discuss agency effectiveness.
- Analyzes the application of and variations within HHSC programs and develops action plans to improve or initiate new programs.
- Prepares administrative reports and studies; and performs specialized research projects.
- Analyzes and/or collects performance data to ensure compliance and inform agency polices and initiatives.
- Works collaboratively with multiple divisions within HHSC to advance the strategic vision and initiatives for people with disabilities.
- Supports a no wrong door function through technical support to internal and external partners and focus on agency communication and navigation.
Ideal candidate has strong analytical and writing skills, a solution focused mindset, awareness of issues and priorities of the disability community, and passion for working collaboratively to identify and implement system improvements. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Esstential Job Functions Include:
Collects, organizes, and prepares materials relating to ODSC initiatives or assignments (25%);
Maintains awareness and education of issues involving the disability community through research, legislative analysis, and professional development. (25%);
Works collaboratively with HHSC staff, partner agencies and stakeholders; providing technical assistance and support to accomplish initiatives, resolve inquires and maintain a no wrong door approach to disability coordination (20%);
Strives to implement disability initiatives with a high level of integrity through data compliance oversight and collaboration with HHSC programs serving individuals with disabilities. (15%);
Participates as an active member of agency meetings, briefings, and workgroups related to disability services as delegated (10%);
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. (5%).

Knowledge of state and federal statute, rules, regulations, and guidance relevant to disability related program areas.

Skill in synthesizing complicated and technical information and into concise materials.
Skill in strong analytical and writing skills.
Skill in using personal computer application software, specifically spreadsheets or grant/contract development or management software.
Ability to coordinate the collection, organization, analysis, and development of high-level information.
Ability to communicate effectively orally and in writing.
Ability to independently prioritize time and manage multiple project deadlines.
Ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and to establish and maintain effective working relationships to develop solutions.
Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:
- Graduation from an accredited four-year college or university with a bachelor's degree with major coursework in public policy or business administration, social work, education, disability studies, psychology or healthcare, or another closely related field; Graduate degree may be substituted for the required experience, with at least 2 years’ full-time experience.
- Experience developing, preparing and reviewing high-quality written materials.
- Work or life experience with the disability community preferred.
- Previous experience working in health and human services preferred.
