Brief Job Description
The Federal Coordination, Rules, and Committees (FCRC) State Plan Amendment (SPA) Team Lead (PSVI) reports to the Director of FCRC, in the Medicaid and CHIP Services (MCS) Office of Policy. The position performs highly advanced consultative and technical assistance work in support of the Medicaid State Plan and related program activities. Work includes:
- Serving as lead for the FCRC SPA team.
- Research, evaluation, and analysis necessary for the development of complex SPAs.
- Overseeing the development and review of SPAs and related documents, such as concept papers, in advance of submission to the federal Centers for Medicare and Medicaid Services (CMS).
- Working with program leadership and staff to address issues related to financial deferrals and disallowances.
- Working with staff to identify issues, resolve problems and meet timelines.
- Reviewing complex SPA language to ensure compliance with federal regulations and guidance.
- Recommending process improvements.
- Leading or participating in relevant work groups, meetings, and priority projects.
This position works under minimal supervision with considerable latitude for use of initiative and independent judgment.
Essential Job Functions
(40%) Performs highly advanced consultative and technical assistance work in support of the Medicaid State Plan. Develops an understanding of the State Plan and CMS technical guidance to accurately advise management, SPA team and program staff. Coordinates with program staff on the development and implementation of project plans to complete SPA submissions. Analyzes policy proposals to determine compliance with federal guidance. Reviews and analyzes reports prepared by program staff for submission to CMS. Assists with legislative bill analysis as requested, particularly in relation to impact of proposed legislation on the State Plan. Leads or participates in relevant work groups, meetings and priority projects.
(30%) Acts as liaison between Medicaid/CHIP staff and CMS in relation to complex SPAs, financial deferrals and disallowances, federal proposed rulemaking and related issues. Coordinates resource sharing, question referral and exchange of information between the agencies and other partners as needed. Reviews information to be submitted to CMS to ensure quality and accuracy. Recommends process improvements to support timely and efficient State Plan operations. Develops high quality written project updates, summaries, and other documents as requested.
(15%) Leads training sessions or works with the SPA team to ensure that Medicaid/CHIP program staff is accurately trained on SPA processes. Identifies potential project risks and develops strategies to mitigate or avoid risk. Escalates issues for management assistance and guidance as needed to avoid risk.
(10%) Documents policies and procedures for the position and maintains electronic records in accordance with unit procedures.
(5%) Performs other duties as assigned.

Knowledge, Skills, and Abilities
Knowledge of:
- Federal and state laws, regulations, and policies governing Medicaid programs; and
- Project management techniques.
Skill with:
- Project management oversight, including monitoring of deadlines and compliance with policies and procedures relevant to the project;
- Facilitating meetings and ensuring that participants meet their deliverables; and
- Analyzing and evaluating complex program and policy issues.
Ability to:
- Exercise sound judgment in making decisions;
- Identify project risks and gaps and to develop recommendations to address issues;
- Communicate effectively, both orally and in writing; and
- Work cooperatively in a team environment and to maintain positive working relationships.
Initial Screening Criteria
Required:
- Bachelor's degree from an accredited 4-year college or university.
- Experience with compiling complex information from varied sources and summarizing or conducting analysis.
Preferred:
- Experience with the Texas Medicaid program preferred.
- A master’s degree in a field related to the position, including but not limited to public policy, government, law or social sciences.
