Brief Job Description:

 

The Stakeholder Relations Liaison (Management Analyst V) reports to the Government & Stakeholder Relations (GSR) Deputy Director. The Stakeholder Relations Liaison performs highly advanced (senior-level) work and is responsible for supporting GSR leadership in the implementation of long- and short-term external stakeholder engagement and outreach strategies.

 

The Stakeholder Relations Liaison will maintain, monitor, and respond to external stakeholder inquiries and priorities. The individual will be responsible for engaging with and assisting external stakeholders in navigating the agency.

 

This individual works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

 

Essential Job Functions (EJFs):

 

Supports GSR leadership in coordinating, implementing and overseeing business objectives related to external stakeholder relations and engagement (35%)

 

Coordinates and participates in agency activities, outreach and engagement strategies related to stakeholder relations, including responding to or facilitating the development of responses for stakeholder inquiries, meetings or information requests. (25%)

 

Monitors, tracks, and communicates potential trends in stakeholder priorities and issues to GSR and agency leadership on stakeholder priorities. (25%)

 

Oversees, reviews, edits, prepares and finalizes presentations, briefing and summary documents, and specialized research material for executive staff and public audiences. (15%)

  • The State of Texas legislative process.
  • HHSC structure and programs.
  • Other Article II agencies.
  • Stakeholders and associations HHSC regularly interacts with.
  • Reading, analyzing and synthesizing complex policy reports and data.

  • Communicating effectively, verbally and in writing, with all levels of agency staff, stakeholders, and legislative members and their staff, with an emphasis on precision, sensitivity, and diplomacy.

Registrations, Licensure Requirements or Certifications:

 

N/A

 

Initial Screening Criteria:

 

  • Graduation from four-year college or university with major coursework in political science or public administration, or relevant field is generally preferred. A graduate/law degree is preferred.
  • Professional experience may substitute for education, but education may not substitute for professional experience on a year for year basis.
  • Experience includes five years as a Texas legislative staffer with an emphasis on issues related to health and human services.
  • Three years of previous management experience.
  • Experience in government relations, stakeholder relations or similar position at another government agency with a focus on health care policy preferred.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual. Flexibility in hours may be required, including occasional extended hours.
