Brief Job Description:

 

The Staff Services Officer performs highly complex staff services in the areas of office management, business administration, Human Resources administration, and budget preparation within the Advisory Committee Coordination Office (ACCO). Under the general supervision of the ACCO Director and Associate Director, the Staff Services Officer has latitude for initiative and independent judgement.

 

Knowledge of agency programs, policies, procedures, and relevant regulations is necessary, along with an understanding of fiscal and budgeting techniques. Important skills include strong coordination, critical thinking, problem-solving, computer proficiency, and excellent written and verbal communication. The ability to interpret and apply agency policies and work independently on multiple tasks is also required.

 

Essential Job Functions (EJFs):

 

EJF 1.

Monitors and oversees the requests and assignments received in the ACCO Facilitation Services and Appointments mailboxes. Ensures inquiries and assignments are assigned quickly and have clear due dates to facilitate prioritization of work. Enters applications, assignments, and inquiries into a tracking log to support and track office work. Escalates issues as soon as practical to the Director and Associate Director as appropriate. Organizes meetings and schedules conference rooms as requested. Assists and supports Executive Council liaison with monthly meeting planning and preparation. Serves as liaison between staff and stakeholders in support of advisory entity meetings, stakeholder meetings, and public hearings. (30%)

 

EJF 2.

Assists the Director with personnel actions, purchasing functions, staff and executive council travel accounting, property management, and space planning. Handles new hire forms, workstation set ups, staff and executive council travel accounting. Assists with budget tracking. Creates and manages the online public comment registration forms necessary for all advisory committee meetings. After public comment registration has closed, sends necessary communications to registrations with instructions on how to join meetings to provide public comment and summary report of registrants to ACCO facilitation staff.  Develops and maintains the office’s organizational chart. Handles special administrative assignments. Develops ad-hoc administrative reports as needed.  May assist in gathering information for the office operational plan, quarterly performance measures, and quarterly business reports. (20%)

 

EJF 3.

Oversees the review and processing of executive communications, advisory committee applications, general committee correspondence, and administrative assignments. Assists the Director and agency staff with presentations, executive memorandums, ad-hoc reports, briefings, and white papers for executive management. Assists the Director and agency staff with legislative functions during session, including maintaining a legislative tracking log. May gather and assemble data and information to develop presentations and reports for leadership. Assists with legislative reports and material as assigned. (15%)

 

EJF 4.

Establishes, maintains, and improves tracking systems for monitoring and reporting status on all office assignments. Updates tracking log daily and generates a weekly tracking report to facilitate managing workload and issue identification and to ensure that timelines are met. Maintains the ACCO tracking log to track committee recommendations, member terms, committee liaisons, etc. (15%)

 

EJF 5.

Assists with special projects and conducts research as needed. Provides internal training to office staff on administrative processes. Provides basic technical support services to program and external stakeholders.  Oversees the maintenance of all pertinent records, files, and documents consistent with agency and department retention requirements. Serves as the records retention liaison. (10%)

 

EJF 6.

Assists with development of policies, procedures, and manuals for the department. Assists the Director and ACCO staff with writing and proofreading departmental policies and procedures; maintains and updates these manuals in accordance with relevant agency style guides. Attends meetings as requested. Represents ACCO as requested on projects and assignment related activities. Attends workgroup meetings. Updates and maintains the ACCO SharePoint and Intranet site and assists with advisory committee websites. May plan, assign, and/or supervise the work of others. Performs related work as assigned. (10%)

Registrations, Licensure Requirements or Certifications:

Initial Screening Criteria:

 

  • Experience with complex, executive level coordination and written communications.

 

  • Experience in proofreading and style guide adherence.

 

  • Experience in office management, workflow management, and stakeholder engagement.

 

  • Preferred: Experience with HHS agency programs, policies, and procedures. 

 

  • Preferred: Graduation from an accredited two-year college with an associate’s degree. Relevant professional experience may substitute for education on a one-to-one year basis.
