Job Description

 

The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) department seeks a highly qualified candidate to fill the role of Staff Engagement Specialist (PSVI). This role will play an essential part in supporting initiatives that help drive continuous learning and boost retention for the MCS department. 

 

The Staff Engagement Specialist works as a partner with the Internal Communications and Engagement Lead as well as staff across the department to prioritize learning needs using their depth of experience and ideas to provide creative, scalable solutions. A major focus for this role will be developing and leading a new statewide culture initiative, identifying and supporting staff across Texas to facilitate events for those outside of Austin.

 

The ideal candidate is a learning professional who is efficient and organized, quick on their feet, creative in their troubleshooting, and confident in their communication. Success lies in their ability to manage multiple projects simultaneously and be comfortable operating in a variety of capacities ranging from visualizing and executing learning programs to the basics of developing, designing, organizing and editing content. This position will require a proven history of success around staff development and enhancing workplace culture and will be given a wide range of creativity and latitude to drive these efforts for MCS.

 

Essential Job Functions

 

Work closely with Internal Communications and Engagement Lead to assess the overall department’s learning needs and develop programming that will optimize performance and retention - 25%

 

Design and deliver innovative staff programs including a cross-regional culture initiative and other professional development opportunities based on assessed needs, and continually improve them using both quantitative and qualitative feedback- 20%

 

Manage implementation of workplace culture and staff engagement initiatives including coordination of logistics, materials and providing a critical eye to ensure content high quality - 20%

 

Support the MCS professional fellowship program and manage the full cycle - 15%

 

Build and maintain a comprehensive library of learning resources beyond the formal professional development events and consult with teams, external vendors to provide support and information - 10%

 

Build and maintain partnerships with other staff members to support staff engagement activities and represent the MCS department on agency wide initiatives as it pertains to culture, employee engagement, and workplace improvements – 5%

Knowledge, Skills, Abilities:

 

Knowledge of

 

  • Current effective learning and development methods including training trends and best practices
  • Developing written processes, procedures, goals and objectives for leadership programs and other professional development plans, including curriculum development and training for diverse audiences with varying skill levels
  • Developing, implementing and maintaining all necessary training elements (e.g., learning guides and training documentation)
  • Facilitating learning sessions using skillful application of adult learning theory to ensure learning outcomes are achieved as required
  • Designing and delivering engaging, effective presentations
  • Consistently drawing upon a wide variety of techniques to ensure engagement, knowledge transfer, skill development as well as efficient and fun learning

 

Skill in

 

  • Designing custom learning programs using a variety of delivery methods
  • Effective survey collection techniques and analysis for identifying trends and process improvements
  • Managing multiple projects by effectively balancing timeliness and quality in a fast-paced environment
  • Strong and persuasive verbal, written, presentation and communication skills

 

 

Ability to:

 

  • Use Microsoft Office Suite, SharePoint and other tools as appropriate for managing projects;
  • Collaborate with other functional areas to accomplish objectives;
  • Manage multiple projects simultaneously.

 

 

Initial selection criteria

 

  • Graduation from an accredited four-year college or university. Experience developing workplace culture with a focus on staff engagement initiative planning can be substituted for graduation from an accredited college on a year-to-year basis.
  • Four years full-time work experience in professional development preferred.
  • Experience in curriculum design and development and in training staff at all levels.
