Brief Job Description:
The Data Services Manager performs advanced managerial and analytical work within the Specialty Health (SH) area and reports to the Operations and Support Services (OSS) Section Manager. This position provides leadership, oversight, and strategic direction for all data-related activities within Specialty Health, including data management, reporting, analysis, and governance.
The Data Services Manager is responsible for ensuring continuity and growth in the area’s data operations by leading a team focused on developing standardized processes, optimizing data systems, and aligning reporting infrastructure with emerging tools and best practices. This role plays a critical part in ensuring data integrity, usability, and performance across programs.
Essential Job Functions:
Leads, supervises, and evaluates Data Services team members, setting clear goals and priorities aligned with the OSS section’s strategic objectives. Establishes and maintains documentation, SOPs, and models to ensure consistency, quality, and continuity in data operations. Oversees the development and maintenance of ad-hoc and recurring reports for internal and external stakeholders. Oversees training for team members to ensure familiarity with tools, systems, and data standards. Develops internal expertise and fosters a culture of continuous improvement and professional development within the team. (30%)
Ensures efficient, secure, and accurate data handling practices across Specialty Health programs, including database structure optimization, documentation, and data lineage tracking. Monitors and fine-tunes database performance, including query optimization, indexing, and system tuning. Identifies and addresses inconsistencies, anomalies, and redundancies in datasets. (25%)
Develops and enforces data governance policies and practices to ensure compliance, consistency, and accountability in all data activities, including service level agreements, and functional and non-functional data requirements. Maintains accurate documentation for all data systems, processes, and changes, ensuring data traceability and transparency. Leads initiatives to assess, recommend, and implement applicable agency-approved data tools, platforms, and technologies. Stays current with emerging database technologies and industry best practices to guide innovation and efficiency in data services. (25%)
Collaborates with internal program teams, executive leadership, and external stakeholders to ensure data reporting and visualization needs are met. Supports legislative analysis, performance measure tracking, and strategic planning efforts with high-quality, actionable data insights. (20%)
Knowledge, Skills, and Abilities:
Knowledge of analytical and statistical tools, methods, and techniques; of data models and querying relational databases; of data wrangling, data mining and data visualization techniques; project management methodologies and techniques; process improvement and continuous quality improvement processes.
Skill in critical thinking, analyzing problems, and devising effective solutions; cleaning, preparing, querying, and analyzing large, complex datasets to discover trends and patterns and deliver meaningful insights; using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; using computers and agency/facility software including, but not limited to, Microsoft Word, Excel, PowerPoint, Access, Outlook, and SharePoint; leading staff work processes, setting priorities, and monitoring progress; analyzing and evaluating complex federal and state legislation, program, policy, and operational issues; developing and evaluating policies and procedures; assessing risks and developing contingency plans.
Ability to effectively communicate complex data findings and analytical methodologies, both verbally and in writing, to non-technical audiences; work independently, exercise independent judgment, prioritize tasks, and manage multiple projects/assignments/responsibilities in a fast-paced environment under time constraints; provide guidance to others and supervise the work of others; to develop, evaluate, and interpret policies and procedures.
Registrations, Licensure Requirements or Certifications:

Initial Criteria:
- Four (4) or more years of experience in data analysis, data science, data research, and data reporting work.
- A minimum of three (3) years progressive experience in a lead or supervisory role, managing, supporting, and providing program subject matter expertise.
Preferred Criteria:
- Experience performance measure tracking, or strategic planning supported by data insights.
- Experience with Texas Health and Human Services Programs.
- Graduation from an accredited four-year college or university with major coursework in data science, business analytics, healthcare analytics, computer science, computer information systems, management information systems, mathematics, statistics, economics, or a related field.
