Job Description
Works under the general supervision of the Behavioral Health Services Application Software Development Manager. Software Developer V (Senior Tech Lead) provides advanced technical leadership, consultation, and training to programming personnel. This role assumes responsibility for the technical continuity, quality, and strategic direction of development, enhancement, and maintenance efforts for information systems supporting the HHSC Division of Behavioral Health Services.
Responsibilities include technical review and evaluation of project plans, advanced analysis, design, programming, testing, and documentation; resource estimation and allocation; authoring program specifications; conducting structured code and design reviews; mentoring and training staff in advanced programming methods and procedures; ensuring effective communication with management and other IT groups.
This is a full-time position (40 hours per week).
Occasional work outside regular hours and travel to other locations may be required. Performs other duties as assigned.
Essential Job Functions
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF1. Leads and coordinates the overall development of applications, including system architecture, design, planning, production, and customer support for software systems and solutions, both statewide and interagency. Drives design, delivery, and integration for interfaces, system connectivity, and batch processes for existing and new applications. Provides technical oversight and ensures alignment with organizational goals and standards. Acts as a primary technical authority for resolving escalated issues and making architectural decisions. (30%)
EJF2. Oversees daily development activities, including coding, testing, debugging, and issue resolution for applications in development or production. Implements and enforces standards and procedures, coordinates programming staff, tasks, and schedules to deliver high-quality software solutions. Facilitates code reviews, ensures adherence to best practices, and mentors team members in advanced programming techniques. (30%)
EJF3. Provides advanced technical direction and guidance to technical staff in analysis, design, and programming activities. Supports the development of business processes through advanced analysis and design for interfaces with external agencies and service providers. Defines and implements specialized programs and test processes to validate performance and stability. Leads efforts in evaluating new technologies and integrating them into existing systems. (20%)
EJF4. Coordinates and develops project plans, including schedules, staff assignments, requirements gathering, gap analysis, design, and delivery. Ensures adherence to standards and procedures for implementing business policies, procedures, and standards. Manages project risks, communicates progress to stakeholders, and ensures timely delivery of solutions that meet business needs. (10%)
EFJ5. Performs other duties as assigned, including active participation and/or support in disaster response, recovery, or Continuity of Operations (COOP) activation, which may require alternate shift patterns or locations. (10%)
KNOWLEDGE,SKILLS, AND ABILITIES REQUIRED
- Knowledge of current and emerging high-level principles, practices, and techniques of software engineering, systems analysis, and computer programming.
- Knowledge of multi-tier system development, troubleshooting, and resolution of complex technical issues.
- Knowledge of building and supporting mission-critical, highly distributed applications across multiple platforms, with expertise in performance optimization.
- Knowledge of planning and implementation techniques for all phases of the software development lifecycle, including scope, estimation, analysis, design, construction, and documentation.
- Knowledge of practical methods and solution techniques to define system limitations and capabilities, design of automated and non-automated systems, IT equipment, programming languages, hardware, software, operating systems, and integrated program code.
- Knowledge of complex configuration management concepts, tools, and software usability standards.
- Knowledge of design practices and standards for application accessibility (e.g., Section 508, JAWS), security, compliance and regulatory requirements.
- Knowledge of cloud computing platforms (such as Azure, AWS, Google Cloud), including cloud architecture, deployment models, and cloud-native application development.
- Knowledge of cloud security, cost optimization, and scalability best practices.
- Skilled in web development tools: C#, .NET, XML/JSON/HTML, REST APIs, Angular.
- Skilled in database management systems such as Oracle and/or SQL Server, including stored procedures, table design, and constraints.
- Skilled in web services, server scripts, APIs, Rest APIS, and Internet Information Server (IIS).
- Skilled in cloud services integration (e.g., serverless functions, storage, authentication, CI/CD pipelines).
- Skilled in assigning, supervising, and mentoring development staff.
- Skilled in complex problem solving, critical thinking, programming, hardware/software usage, and modifying or developing programs for computer applications.
- Ability to manage multiple priorities and projects simultaneously, adapting to changing requirements and constraints.
- Ability to process information logically; design programs and systems logic; prepare program specifications; code, test, and debug programs; interpret technical information; communicate effectively; and assign/supervise work of others.
- Ability to communicate design and complex implementation/integration information effectively, verbally and in writing; serve as a technical consultant; document issues clearly; and prepare accurate, concise, reliable reports.
Initial Screening Criteria
Graduation from an accredited four-year college or university with major course work in Computer Science, Engineering or related field. May substitute direct work experience on a year-for-year basis. Minimum of 10 years’ experience developing applications using Visual Studio , C#, .NET, Web Services, Angular
