Job Description

Are you a seasoned project manager with a robust background in process improvement where you led organizational transformations and implemented changes to improve operational efficiency? The Senior Transformation Specialist (Project Manager IV) reports to the Director of Transformation and communicates critical information to the OTI Deputy Executive Commissioner (DEC), the Deputy Associate Commissioner (DAC) for Process Excellence and Strategy, agency leaders, internal stakeholders, and others. The Senior Transformation Specialist must work under minimal supervision, demonstrating a high degree of initiative and independent judgment. 

As a Senior Transformation Specialist, you will use advanced expertise in project management, process improvement, organizational transformation, and change management to support the Health and Human Services (HHS). 

You will lead and collaborate with subject matter experts on the planning and execution of complex, cross-divisional initiatives aimed at optimizing operational efficiency, minimizing waste and costs, and delivering faster, superior quality services.

Your responsibilities will include providing critical support for HHS transformation efforts. You will be responsible for creating project timelines, identifying and mitigating project risks and issues, escalating concerns, and reporting on progress. The role may involve conducting root cause analysis of processes, data analysis of trends, mapping the as-is and future state processes, conducting organizational and functional analyses, implementing major legislative initiatives and directives, managing service level agreements, and developing reports, presentations, and other essential tools, materials, and information.

The ideal candidate will be skilled in project management, leading large organizational transformation projects, and identifying and implementing business process improvements. The ideal candidate will have strong analytical skills, verbal communication, and technical writing capabilities.

 Essential Job Functions

(30%) Apply transformation, change management, and process improvement methodologies and tools to identify systemic issues and opportunities for improved efficiency.

(20%) Lead and support major transformation projects and process improvement initiatives. May work with other agencies, divisions, legislators, and multiple stakeholders to ensure close coordination during the planning and implementation of transformation-related initiatives.

(20%) Compile and distribute project charters, status reports, memoranda, analyses, presentations, and other assigned writing tasks. Develop executive briefing documents and issue papers and memoranda for executive decision-making.

(15%) Provide subject matter expertise related to project management of continuous improvement initiatives and assist with staff briefings and training related to improvement plans designed to improve organizational efficiency.

(10%) Communicate gaps in process design and implementation to upper management and provide consultative support to HHS business partners with the overall strategic objective of improving processes and gaining efficiencies. Provide mentoring and coaching to OTI Management Analyst IVs and other HHS team members.

(5%) Other duties as assigned.  

Registrations, Licensure Requirements or Certifications

Lean Six Sigma Green Belt certification or similar certification must be obtained within one year of hire.

• Project Management Professional (PMP) ® certification, preferred.

• Business Process Improvement or Business Process Management training, preferred.

• Agile, change management, or business process improvement training or certification, preferred.  

Knowledge Skills Abilities

Extensive knowledge of project management theories and methods applicable to projects that are highly complex in scope.

Knowledge of business process improvement methodologies, including Lean Six Sigma and Theory of Constraints, and how to successfully apply these to public sector operations.

Knowledge of process design, monitoring, and evaluation techniques.

Knowledge of developing and monitoring key performance indicators.

Knowledge of organizational development and management practices as they apply to analyzing and evaluating programs or operational performance.

Skill in coordinating and collaborating across state agencies and divisions.

Skill in evaluating statutes, rules, policies, and procedures; assessing risks, developing contingency plans, and making recommendations.

Skill in communicating effectively orally, in writing, and presenting information publicly.

Skill in synthesizing, analyzing, and evaluating highly complicated and technical information and translating it into clear, concise documents or presentations.

Skill in effective oversight, including planning, development, and implementation of systems and processes.

Ability to prioritize time and manage multiple project deadlines and competing objectives in an ambiguous, fast-moving environment to achieve results.  

Ability to work independently and as a team lead on complex projects.

Ability to exercise sound judgment in making critical decisions.

Ability to create quality improvement-focused business or technical recommendations and manage the implementation of these recommendations.

Ability to evaluate, analyze, and make innovative recommendations for program improvements that increase efficiency or improve the customer experience.

Ability to collaborate and develop effective professional relationships with coworkers and stakeholders.

Ability to develop and track work plans.

Demonstrated ability to perform complex operations in Microsoft Office Suite, including advanced Microsoft Excel and Microsoft Visio.

Demonstrated ability to perform intermediate to advanced operations in Microsoft Power Automate, Power platforms, or similar applications.

Ability to apply critical thinking to generate and assess potential solutions and to anticipate needs and problems in advance.

Initial Screening Criteria

A bachelor’s degree from an accredited university. Five years of full-time professional experience may be substituted for a bachelors’ degree. 

At least three years of project management, process improvement, or other related field experience is required.

At least three years of full-time professional experience working within state government or other public agency; experience with HHS is highly preferred.

Experience leading large-scale, complex projects.

Preference will be given to candidates with any of these qualifications: 
• Lean Six Sigma Green or Black Belt, or other process improvement certification.
• Project Management Professional (PMP) ® certification.
• Business Process Improvement or Business Process Management training.
• Agile or Change Management certification.

This is a hybrid position. The successful candidate will be required to be in the office one day a week. In addition, staff may meet in person for special projects and functions.
