Brief Job Description:

The Senior Java Developer (Programmer V) position reports within Health and Human Service Commissions (HHSC) Information Technology (IT) Administrative Applications department. This position will develop applications on HHSC’s cloud platform. This role will be responsible for completing deliverables according to the definition of done for this agile team. This position will require hands-on experience programming applications and web-services based on the industry’s leading open-source platforms and cloud-based technologies. The development team follows Agile (Scrum), and this role should have experience with Agile methodologies. The daily operations of this position will include documentation of the solutions, analysis, problem resolution, design, development, and other responsibilities required for the unit operations.

Must be willing to work from an HHS office designated by the hiring manager 3, or more, days per week located in Austin, TX.

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Oversees the proper direction for the architectural design, planning, production support, and customer services for custom software systems, existing production & development applications, and statewide and interagency interfaces. Identifies and defines ongoing enhancements required in the supporting existing applications. (35%)

Oversees the coding, testing, and debugging of programs and the preparation of test data. (20%)

Provides technical advice and assistance to management and technical staff in matters related to analysis and programming activities. Provides advanced business process expertise in analysis and design support to business process interfaces with various external agencies and service providers. (20%)

Assists in the planning, scheduling, assigning, and coordinating of analysis and programming activities. This assistance includes analysis and design consultations with business analysts and the application architect to ensure the conceptual and design phases of new applications are to be aligned with the methods of working in code design at the agency. Assists in developing standards and procedures for programming staff. (10%)

Formulates business policies, procedures, and standards consistent with the agency standardization efforts within HHSC and provides on-going communications and coordination with agency project managers and subject matter experts to resolve issues or potential issues while promoting adherence to sound development standards and solution. (10%)

Knowledge Skills Abilities:

Knowledge of the principles, practices, and techniques of computer programming and systems analysis; of computer operations procedures and systems; and of computer programming languages.
Skill in problem solving, critical thinking, in computer programming, in the use of computer hardware and software, and in modifying or developing programs for computer applications.
Extensive experience as a software architect or working on a software architecture team, providing technical leadership/guidance/mentorship (direction setting and articulating, consensus building, conflict mediation, diplomacy, etc.)
Extensive experience leading the work of development staff in the delivery/implementation of applications/IT systems.
Knowledge of multi-tier system development.
Knowledge of building and supporting mission-critical applications, running in a highly distributed manner. Knowledge of multiple software development lifecycle phases, including scope and proposal, analysis, design, and software construction.
Knowledge of the limitations and capabilities of computer systems, of the techniques used in the design of non-automated systems, of information technology equipment, of applicable programming languages, of computer hardware and software, of computer operating systems, of writing program code, and of automated mapping.
Familiarity with configuration management concepts and tools.
Familiarity with software usability concepts.
Knowledge of the common design practices/standards associated with compliance to application accessibility (i.e. 508, JAWS etc.).
Skills in communicating with varied levels of staff and end users to develop positive, effective working relationships and to establish credibility, trust, and confidence.
Ability to communicate effectively both verbally and in writing, to serve as a technical consultant to technical colleagues, to clearly and accurately document relevant issues, and to prepare accurate, concise, reliable reports.
Experience facilitating meetings with multiple customers and technical staff, including building consensus and mediating compromises when necessary.
Ability to develop and manage project schedules for analysis, development, and final deliverables as well as providing support and oversight. 
Ability to code, test, and debug computer programs. 

Initial Screening Criteria:

Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. One year of appropriate experience (such as Java/J2EE enterprise development) may be substituted for the required education on a year-for-year basis.

Required minimum of 5 (five) years of experience in Java/J2EE enterprise development – (Java, Sprint, Spring Boot, and React-JS, for example).
Required minimum of 4 (four) years of experience with SQL.
Required minimum of 2 (two) years of experience with Agile methodologies – (Scrum, for example).
Required minimum of 2 (two) years of experience with web-based user interface development (ReactJS, Angular, or similar technologies).
Required minimum of 2 (two) years of experience in web service development – (RESTful web services, for example).

Preferred experience in cloud platform.
Preferred experience in NodeJS.
Preferred experience with containers – (Docker, for example).
Preferred experience with No-SQL data stores – (MongoDB, for example).
Preferred experience with Open-Source Search Engines – (Elasticsearch, for example).
Preferred experience in database design.
Preferred experience with application servers – (WebSphere or WebLogic).
Preferred experience with cybersecurity policies and procedures – (Static scan tools such as BlackDuck/SonarQube and Dynamic scans).
